CCC: New GB Standard for Motorbikes and Mopeds

On August 22, 2017 new GB Standards regarding the “Limits and Measurement Methods for Emissions from Motorcycles and Mopeds” will be released and will replace the former GB Standards GB14622-2007 and GB18176-2007.

GB 14622-2016 defines the “Limits and Measurement Methods for Emissions from Motorcycles.” For smaller mopeds, the Limits and Measurement Methods are defined in GB 18176-2016. Both GB Standards have been reworked with regard to the allowed limits and test requirements.

The current CNCA Implementation Rules have not been changed, CNCA-C11-02: 2014 (for motorcycles) and CNCA-C11-03: 2014 (for mopeds) both remain valid.

It is possible to apply for CCC certification under new regulations since January 01, 2017. In order to make the transition easier for the manufacturer, the authorities allowed for a transition period until July 01, 2018. During this transition period the manufacturer can still apply in accordance to GB14622-2007 and GB18176-2007 respectively.

From July 01, 2018 on the authority will not accept any applications following the old standards. CCC certificates that have been issued with the old GB standards must be updated, or they will be canceled on July 01, 2019 by CQC.

CCC: Statutory Minimum Quota for Electric Cars in China

In our news section we have written about the fact that the sales of electric cars in China have been on a steady increase since 2015. One possible reason for this increase could be the realization of the current air quality conditions and an increased awareness of environmental concerns. Due to the growing demand, China is now regarded as the leading market for electric vehicles.

This increased awareness in environmental concerns is also evident as shown by the actions of various ministries in China who are negotiating a minimum quota for of electric vehicles sold. The aim is to have more than 5 million electric vehicles registered in China by 2020. As of 2018 8 percent of all vehicles sold should be electric. This is a lofty goal if you look at 2016 sales. Over 23 million vehicles were sold in China in 2016 but only 1 % of their sales were electric vehicles.

The aim of this regulation is to dramatically reduce the air pollution from cars and to provide domestic manufacturers of electric vehicles with a larger market share. If western automotive manufacturers do not reach these planned targets, they would have to subsidize the Chinese manufacturers of electric vehicles.

 

In order to avoid any problems with the import of electric vehicles into the Chinese market, it should be noted that the implementation rules for CCC certification of electric vehicles are the same as for classical vehicles.

US-Chip Giant Intel Becomes New Investor in HERE Maps

According to media reports in January of 2017, the German premium car manufacturers Audi, BMW and Daimler won the US chip giant Intel as a new partner for the map service HERE.

HERE is an online geodata service and navigation program originally developed by Nokia for Nokia smartphones. After the sale by Nokia in August 2015 the map service was handed over to the three German automobile manufacturers Audi, BMW and Daimler in equal shares. At the end of 2016, other Asian investors were added with the Chinese map provider Navinfo, the Chinese Internet group Tencent and the state fund GIC from Singapore to expand into the Chinese market.

HERE is to provide high-precision maps to the car manufacturers and their partners, providing independence from the few other major providers such as Google or TomTom. Today’s technology can set the position of a car meter-accurate. In the future, HERE HD Live Map the company’s cloud service should be able to work to the centimeter. The aim is to supply vehicles in real time with information such as road obstacles, traffic and road conditions. Intel’s expectations are also linked to the use of advanced systems not only in the automotive industry, but also to integrate them into Smart Homes.

As reported in our News previously, the Chinese automotive market is of great importance for the German car manufacturers. Chinese customers are enthusiastic about technology, so premium car manufacturers need to be aware of international competition with digital equipment and networking of vehicles.

The huge potential of the Chinese automobile market strengthens the OEM’s as well as the automotive supplier network. Many different types of automotive parts are required to have CCC certification. It is important to check if CCC is needed to avoid problems.

CNCA: Announcement No. 1, 2017 on Restructuring and Reformation of the CCC Certification for Motor Vehicles

On January 3, 2017, the CNCA published its first announcement (Announcement No. 1, 2017) of the year. With the announcement, the authority confirmed their commitment to intensify the scope of the mandatory CCC certification for motor vehicles.

The goal of the changes is to harmonize and simplify the certification processes and to improve vehicle safety by further developing the vehicle assessment.

The CNCA also adjusted its announcement No. 38 from 2008 in effort to harmonize market competition and market opportunities for automotive manufacturers. As a result, the Implementation Rules for special-purpose vehicles, including special-purpose automobiles, motorcycles, and engines, will be modified.

With the revisions of the Implementation Rules CNCA-C11-01: 2014 and CNCA-C11-02: 2014 the certification authority will integrate the approval for special-purpose vehicle into the regular approval process. This will particularly affect modified vehicles such as tuning vehicles, vehicles with superstructures and vehicles which are based on previously CCC-certified base models. With the revision of the Implementation Rules it has now been clearly established that further certifications can be done with existing CCC certification of the standard vehicle set as the base for additional certifications.

Applications for an exemption (low volume exemption) of vehicles without an existing CCC certification to Chinese customs are not possible anymore. All cars imported are now obliged to have CCC certification.
Process for exemption applications already submitted to and accepted by the Chinese customs must be completed by March 7, 2017 at the latest.

CCC: Chinese New Year Celebration 2017

The Chinese authorities will shut down for several days during the Chinese New Year. A CCAP press release states, that business will be closed in the period from 27.01.2017 to 05.02.2017.

In China, the New Year Celebration is the most important holiday of the year and is celebrated with a multi-day festival. This year the official start for holiday in January 27.
Many Chinese go on vacation a week before the official start and return in calendar week 6 or 7.

Due to the holiday the certification authorities and the test laboratories are expected to have delays. For CCC applications, the national holiday will result in delays for ongoing certification processes.

China Charges Special Tax on Luxury Cars

China has decided to charge a special tax of 10% for luxury cars. This new tax became effective into force on December 1, 2016. The reasoning behind the tax is to help reduce air pollution in major metropolitan areas as well as to help curb wasteful spending by the Chinese elite. The Chinese president has been striving to slow down the spending by the Chinese upper class. This tax has already had a strong influence on the sale of luxury handbags and premium spirits. Of course this tax should also strengthen domestic production and reduce dependency on foreign companies.

German automotive manufacturers such as Audi, Daimler and BMW will also be affected. However, since the special tax only affects vehicles of 1.3 million Yuan (around 178,000 Euros) and above, the hit to the automotive manufacturers will be limited, as a BMW spokesman confirmed. At Audi, only about one per cent of their cars sold in China are affected.

VW’s sister companies Porsche and Lamborghini will be subjected to the tax due to their price point. Other manufacturers of luxury cars such as Ferrari, Rolls-Royce and Aston Martin will also be subject to the additional tax. Currently China represents the largest growth market in the luxury segment with growth rates of 50 to 100 percent.

Experts believe that the tax change will have only a short-term impact on the sales figures in China. German automotive manufacturers have already announced plans to react accordingly to avoid long-term effects.

CES 2017: Consumer Electronics Show in Las Vegas

The CES (Consumer Electronics Show) will once again take place in Las Vegas in 2017. The fair officially starts on January 5, 2017 and will lasts for three days until January 8, 2017. However, the previews and reveals of new products starting January 3, 2017.

Although the trade fair‘s name may suggest everyday electronics, CES has been a platform for automobile manufacturers to reveal their latest electronic advances and products for many years now. This year’s major trends are “Autonomous driving and alternative driving“. Faraday Future has been seen as one of the highlight of the fair since they chose the show to reveal their highly anticipated electric automobile. The luxury SUV FF91 from the young start-up could be a serious competition to the current dominant player Tesla. The FF91 is not available yet, but is expected to be introduced in 2018.

CCC: Amendment and Optimization of Regulations by CNCA

On December 20, 2016 the CNCA announced that the regulations for CCC certification will be revised and optimized in the near future.

It is not yet clear what the proposed changes will be, but the focus of the changes are expected to affect the CCC product range, the CCC certification process, follow-up certification and penalties for non-compliance and other topics. The aim of this amendment of the regulations is to harmonize the certification processes and to improve the legal and technical implementation.

Although not much is known about the changes of the regulations, it is not surprising that the product range could be further extended since this has been an ongoing process since the inception of CCC certification. This means that product groups which were previously not required to get CCC certification could soon be CCC mandatory. It is important to keep current with the changes to the regulations to understand if CCC will be needed.
