CCC Complete Vehicle Certification in China
To import complete vehicles into the world’s biggest automotive market in China, manufacturers must have a complete vehicle China Compulsory Certification (CCC). Complete vehicle certification is in addition to component level certification requirements.
The regulations for CCC whole vehicle approval are found in the CNCA (Certification and Accreditation Administration of the People’s Republic of China) Implementation Rule CNCA-C11-01:2020. Depending on the approval category (M1, M2, M3, N1, N2, N3, O), different legal requirements must be met in the form of testing standards (GB standards).
Component certifications are necessary not only for spare parts, but also to prove overall product conformity. Which authorities are responsible for CCC total vehicle registration?
There are currently 3 authorities accredited by the CNCA for the CCC approval of complete vehicles. These include China Certification Centre for Automotive Products (CCAP), China Quality Certification Centre (CQC) and CATARC Huacheng Certification Tianjin Co., Ltd. (CATARC).
When applying for the “complete car” CCC homologation, a distinction must be made between different types of certifications, which are also described in the detailed implementation regulations CCAP-C11-01:2020 and CQC-C11-01:2020.
There are two main types of certifications for the CCC whole vehicle approval CCC: Single Vehicle Approval and CCC Basic Approval.
- CCC Single Vehicle Approval
The individual vehicle acceptance is subject to strict requirements and is only possible for a specific purpose. We will be happy to advise manufacturers on the possibilities of individual vehicle acceptance and check whether there is a possibility of this approval type for your vehicles.
- CCC Basic Approval
The basic approval, analogous to the component approval CCC, has three main requirements that include registration, product testing and a factory inspection. If all three areas have been successfully assessed by the certification body, the corresponding CCC certificate is issued by the authority and the vehicles may be marked with the CCC mark.
The basic approval is further divided into mass production and non-mass production based on the volume of vehicles produced and the performance of the COP tests as well as the examination report. For vehicles that are not to be audited in mass production, a corresponding declaration must be submitted to the authorities. If this is accepted by the Chinese authorities, two out of ten vehicles are subjected to separate non-destructive tests instead of the CoP inspection when imported. If less than ten vehicles are imported, a minimum of two vehicles must be inspected.

Issue of the certificate
It is necessary that foreign vehicle manufacturers have a local subsidiary/ representative office that acts as an applicant in the CCC process for the application process. An application and vehicle homologations in China are not possible without a local representative office/ subsidiary. Only after the application has been submitted can a detailed test plan can be drawn up with the Chinese authority and a CNAS-accredited test laboratory and the number of test samples and vehicles required be determined. A classification of which tests are to be carried out for which vehicle category can be found in the detailed implementation regulations Annex 1-2.
The factory inspection can take place parallel to the product tests, however due to possible adjustments resulting from product tests, it is recommended to carry out the inspection only after the product tests have been completed.
As soon as the product tests and factory inspection have been completed, the CCC certificate is issued by the Chinese authority.
