CQC: CQC Certification for Electric Vehicles

In China not only the sales for cars with combustion engine have risen since summer 2015, but also the sales of electric cars. The reason for the increasing sales could be a radical rethinking when it comes to the topic of environmental consciousness. For this reason, the sales for electric vehicles has tripled in the past years. Because of that the USA was overtaken by China and China is now regarded as the leading market for electric vehicles.

The western automobile manufacturers have also developed this fast growing market. Similar to the cars with combustion engine there is also the same trend to buy western premium cars when it comes to the electric vehicle market. So it is not surprising that recently Daimler started the launch of the electric vehicle Denza 400 in China.

Previously we reported in our news section that some GB/T standards were recently updated (e.g. for the voluntary CQC Mark Certification of Connection Sets for Conductive Charging, Communication Protocols Between Off-Board Conductive Charger and Battery Management System as well as for Electrical Machines and Controllers for Electric Vehicles in order to adapt them to the latest technological developments.

CFDA: Priority Review Procedure for Medical Devices

The China Food and Drug Administration (CFDA) issued a draft of regulation for priority review for medical device manufacturers. The circular proposes the qualifying criteria, process and features of the priority review. The public was able to comment the draft until July 20th 2016.

In China it is necessary that manufacturers of class II and class III medical devices follow a strict technical review. This technical review is done by the Centre for Medical Device Evaluation (CMDE). This is necessary before the devices can be shipped to China.

The priority review should give the applicants shorter review time in the registration process. According to the circular, applicants with class II medical devices (only foreign applicants) or class III medical device manufacturers (both domestic and foreign applicants) can request a priority review in some cases. First of all, a priority review is possible if the device is part of the National Science and Technology Major Project or the National Key Research and Development Plan. Priority review is also possible if a medical device can:

The CMDE will decide whether a specific medical device is able to receive priority review. If a device is not eligible to receive priority review, they have to follow the standard review process. If a device receives priority review the applicant is able to make use of features which shorten the technical review process. As it can be seen, the CFDA is trying to introduce new approaches which can improve the registration process. Therefore, medical device manufacturers should monitor changes constantly.

CCC: New GB Standard for Safety Signs and Information Symbols in Buses

The Chinese Administration SAC (Standardization Administration of the Peoples Republic of China) issued a new GB Standard GB30678-2014 for “Safety Signs and Information Symbols in Buses” last year which became effective on July 1, 2015.

On July 1, 2016 the transitional period was over, so that ever since the new regulations of GB30678-2014 for M2 and M3 class passenger vehicles are mandatory.

This GB standard specifies the terms and definitions of safety signs and information symbols in buses, among others general requirements, geometry, position, size and colors. In addition, other related GB/T and ISO standards are listed as reference standards (e.g. ISO 3864-1:2011, ISO 7001:2007, ISO 22727:2007, ISO 7010:2011).

CFDA: Strict Regulations for the Producers of Sunscreen Products

The China Food and Drug Administration (CFDA) published an announcement that they will proceed more rigorous against producers of sunscreen products, if their products are not produced according to the Chinese regulations.

This announcement was published after an investigation of several sunscreen producers. The investigation showed that some producers use higher amounts of certain substances than allowed. The substances of concern are mainly Ethylhexyl Salicylate and 4-METHYLBENZYLIDENE CAMPHOR. These substances are used as sun protection and UV filter. The maximum allowed concentration of the substances in China is 4% and 5%, respectively.

Companies using a higher amount of these ingredients, are not allowed to sell their products anymore with immediate effect. Moreover, the violation must be reported to the “County Level Food and Drug Regulatory Authorities”.

Especially in Beijing, Liaoning, Chongping, Yunnan and other provinces, the CFDA will increase the amount of investigations. Therefore, producers of sunscreen should pay attention that their products and the ingredients used are in accordance to the regulations. If there are products which are not produced according to the regulation and which already circulate on the market, the products must be immediately recalled from the market and the violation must be reported to the authorities.

The regulations regarding cosmetic products are very strict and violations can lead to severe penalties. In order to be constantly well informed about the regulations, and avoid complications, it is recommendable to work together with a consultant, when applying for CFDA registration. This can also prevent many problems and delays in the CFDA registration process.

October 2016 Paris Motor Show

The Paris Motor Show, also known as the “Mondial de l`Automobile” will take place from October 1-16, 2016. The car show only happens every two years.

The first time that the “Mondial de l Automobile” was held on the “Terasse des Jardin des Tuileries” was in 1889. At that time only 232 cars were exhibited and the show attracted 140,000 attendees. Due to the rising popularity of the event and the increased number of exhibitors and visitors, the Parisian car show had to move to the Grand Palais in 1901. In 2008 the “Mondial de l`Automobile” had its 110th anniversary. That year also had a record-breaking attendance of 1,432,972 visitors.

Among the exhibitors there are not only French car manufacturers but also German, Asian and American. The car manufacturers often use the “Mondial de l`Automobile” for presenting their premier models to an international audience. This year for instance Renault will present the new Clio generation, BMW shows the new BMW 3 GT, and Audi presents the new Q5 and A5.

Among the highlights of the Parisian Motor Show are not only the premier models but also the elder cars. This year the show presents special cars under the theme “cinema”. Visitors will be able to see unique cars such as the Jeep Wrangler from “Jurassic Park”, the 1977 Chevrolet Camaro from “Transformers” and the 2CV from “James Bond”.

Besides of the car manufacturers, also automotive suppliers have exhibits at the “Mondial de l`Automobile”. Many of the exhibitors already faced the challenge of CCC certification succesfully.

CCC: New GB Standard for License Plate Illumination Effective July 1, 2016

The Chinese Administration SAC (Standardization Administration of the Peoples Republic of China) issued a new GB Standard for “photometric characteristics of devices for the illumination of rear registration plates of motor vehicles and their trailers” on October 9, 2015.

The new GB Standard GB 18408-2015 became effective on July 1, 2016 and replaces GB 18408-2001. CCC certification for license plate illumination needs to be in compliance with the new GB Standard. For existing CCC certificates there is a transitional period of 2 years to update to the new GB Standard.

Growing Auto Market in China

The vehicle sales in China increased in June. In the first six months of 2016 significantly more cars were sold compared to the same time frame last year. The proportion of SUV’s (Sports Utility Vehicles) sold also had a notable increase compared to the same period last year. Year over year the Chinese automotive market has increased with expectations of continued growth for the foreseeable future.

For all vehicles that have an engine with a maximum cylinder capacity of 1.6 liters the VAT was reduced as of October 2015. This tax relief was China’s response to the slowed sales with these vehicles over the summer of 2015. In China as well as in Europe this vehicle type is currently highly demanded by buyers. The trend towards large vehicles is distinctly noticeable in China. Since the tax was reduced especially vehicles with small engines have a benefit. For this reason, the demand for small engines in this vehicle class has risen significantly.

The huge potential of the Chinese automobile market, not only strengthen the OEMs but also the automotive supplier network as well. Many different types of automotive parts produced by suppliers are required to have CCC certification. It is important to check if CCC is needed to avoid problems in China.

CCC: GB 4706.15-2008 Becomes Compulsory for Pet Hair Dryers in 2017

According to the CNCA Announcement No. 17 from July 18, 2016 certification authorities and manufacturers have agreed on certification of hair dryers for pets to protect the interests of consumers and manufacturers of these electrical devices.

Hair dryers used for quickly drying the hair of pets such as dogs and cats become part of the product catalog for the CCC certification of household and similar devices for skin and hair care. As of January 1, 2017 these hair dryers must be certified in accordance to GB 4706.15-2008 “Household and Similar Devices for Skin and Hair Care – Particular Requirements”. The reason for the application to the existing GB standard is that inspection authorities, certification authorities and manufacturers could not agree on a common understanding of the mandatory certification requirements to ensure product quality and safety as well as product innovation at the same time.

Manufacturers of hair dryers for pets are required to adjust their products according to GB 4706.15-2008 and complete the CCC certification process by December 31, 2016. Starting January 1, 2017 products that fall into these categories and do not have China CCC certification cannot be imported, bought, sold, used or traded in China.
