From July 5-6, 2016 the “2016 International Symposium on Auto Testing Technology” was held by the “China Automotive Technology and Research Center” (CATARC) and SAE-China Auto Testing Technology Sub-Society. The symposium was organized by “Tianjin Automotive Test Center” TATC. CATARC`s Vice President, Li Wei, and SAE-China Deputy Secretary General Yan Jianlai gave speeches. More than 100 experts from SAE-China, CNAS, the 8 major testing organizations in China and more than 80 representatives of domestic and foreign vehicle manufacturers participated in the event.
Li Wei speech focused on 3 main topics. First he highlighted the developments in auto testing technology which have increased automotive product quality. He then stated that the advanced subjective assessment systems should play a key role in raising product quality, instead of objective testing and assessment technology. His final point was that CATARC will continue to keep its focus on three main areas; safety, energy saving and environmental protection.
The symposium had a one-day technical exchange and discussion on the areas as safety, energy saving and environmental protection. Additionally, presentations and debates were held on topics such as the progress of heavy duty vehicle National VI emission standards or key points of the 2018 China Car Assessment Program-Plan (C-NCAP plan).
The symposium’s overall goal is to promote the technical exchange and collaboration among the auto testing bodies.

The IAA has more and more become a professional exhibition. In 2014, 84 % of the visitors were trade visitors.
In 2014, the People’s Republic of China was the country with the highest participation at the event. The Chinese are also expected to have an equal or larger presence this year. This also reflects a study by Deloitte, where a constant growth for the Chinese commercial vehicle market is expected. The growth will be noted especially by renowned OEMs, such as Daimler Trucks who are very dominant in the Chinese market.
In 2014 over 2,000 exhibitors shared the latest developments and products in an area of 265,000 square meters, which was a 9% increase in size from the previous show in 2012. This year the show expected to be even larger with more exhibitors and attendees.

The regional manager for Benelux MPR China Certification GmbH, Mr. Edwin ter Burg has recently published an article about CCC certification for automotive manufacturers and suppliers. This post was published as an online article on 20th of July 2016 on the online platform of AutomotiveNL.
The article starts with an explanation what CCC is and why it is necessary to obtain a CCC certification. The requirements for imported products to China, as well as for products produced in China, have risen steadily in recent years. In 2002, the CCC (China Compulsory Certificate) certification was introduced. In particular, car manufacturers and automotive suppliers can get huge problems at the Chinese Customs, since imported products are stopped at customs or returned to the sender if no CCC certificate can be provided.
Successively the article explains how to deal with interior trimming products. Since the announcement of new regulations in 2015 a variety of interior trimming parts have become subject to CCC certification. This means that many components which previously did not require CCC certification now do. The article highly recommends that automotive suppliers should be in constant consultation with the car manufacturers to previously find out whether the components are also designated for the Chinese market or not. The article explicitly points out, that even if the components are not CCC relevant at the first sight, you should discuss the product with a consulting company to be on the safe side.
In the last section of the article it is mentioned that the Chinese laws and regulations are constantly changing and the notices are published only in Chinese language. As announced by the SAC (Standardization Administration of the People’s Republic of China) and the AQSIQ (General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China) in their 40th announcement on December 28 in 2015, the GB standard for “Conductive Charging Systems for Electric Vehicles – Part 1: General Requirements” has changed. The change came into force on January 1st, 2016. Here, you can read more about the changes.
On July 4th of 2015 the CQC published further information on the respective implementation rules. Affected are those Implementation Rules for external, cable-linked charging systems (CQC14-464232-2016) as well as those for In-cable control and protection devices (IC-CPDs) (CQC14-464233-2016).
The Implementation Rules CQC14-464232-2016 for external, cable-linked charging systems were built upon the standards GB/T 18487.1-2015, GB/T 33001-2010, NB/T 33008.1-2013 as well as GB/T 27930-2015, and encompass the following major changes:
The Implementation Rules CQC14-464233-2016 for IC-CPD are built upon the standards GB/T 18487.1-2015, GB 16916.1-2014, GB 22794-2008. In contrast to the latter, the standards GB 16916.1-2014 and GB 22794-2008 have been taken into account for the first time. Both, standard GB/T 18487.3-2001 and GB 20044-2012 on the other hand did not fall into consideration anymore.
The major change for both Implementation Rules is the addition of a further certification mode.
Mode 1:
The essence of the fundamental amendment is that from now on companies are able to receive their CQC certificate prior to the first factory inspection. The factory “merely” has to pass the product tests. The subsequent first factory inspection is nevertheless called “follow-up inspection”.
However, companies still have the opportunity to follow the traditional certification procedure.
Mode 2:
After the application has been submitted, the factory undergoes the usual initial factory inspection. Afterwards (or at the same time) the product tests are conducted. The
CQC certificate will be issued after both, the audit and the tests, have been passed successfully.
Regardless of the certification mode it is necessary to undergo an annual follow-up inspection in order to maintain the certificates’ validity.

This new certification of CQC applies to the classification of the cleanliness of raw materials which are used in the production of toys. The aim is to enable parents a better guidance for buying toys, to raise health standards and safety for children and thus improve the product quality. The certification is based on the stringent requirements of the EU and other industrialized countries.
In the classification of the cleanliness of raw materials in toys 3 grades exist (1 to 3), wherein grade 1 represents the highest level of cleanliness. The 14th China (Guangzhou) International Auto Parts Expo (CAPE) organized by Frist-Class Exhibitions (FCE) took place from June 8-10, 2016 at the Poly World Trade Expo Center. The show was put together by FCE with the support of the Chinese government authorities and the Automobile Association.
The focus of the show was to promote the latest products and the future direction of development in the automotive field.
The show consisted of approximately 3,000 booths exhibiting over an area of 67,000 sq. meters. The visitors had the opportunity witness some of the latest developments in the automotive sector. Many of our clients, that we helped achieve CCC certification for, exhibited at CAPE with their booths.
Currently, there are about 150 million cars in China. It is projected that the number will reach over 200 million by 2020. Last year over 20 Million cars were manufactured and sold in the China. By 2020 it is predicted that the annual car output and sales will reach a 40 million. It will make China the world´s largest car market. It is hard to ignore these numbers and the importance of the growth potential in the Chinese market for the automotive industry.

In the course of the reports the distributors have to describe any violations and submit a plan on how to avoid them in the future. Egregious violations can result in stricter or even additional inspections done by municipal authorities, but the submission of a correct report can minder the sentence. The report should be truthful, since wrong information the omission of information can lead to penalties such as loss of license and other sanctions.
The self-assessment should focus on eight categories of violations:
When the distributor submits the report the municipal CFDA, the municipal CFDA will make an inspection. The municipal CFDAs then submits their report to the central CFDA. The central CFDA in Beijing will use this report for their own inspections. It is important that the reports be complete and accurate to avoid additional scrutiny and possible problems.

All manufacturers that have CCC certificates are obligated to update their existing certificates to the new CNCA implementation rules to remain in compliance.
Companies whose certificates have been issues according to the old implementation rules are required to hand in a CoP (Conformity of Production) plan with the respective authority, by December 31, 2016. This is required regardless by which authority the certificate has been issued.
While certificates that have been issued by the CCAP will be updated during the annual follow-up audit 2016, companies that hold certificates issued by the CQC have to submit the correct CoP plan before the end of 2016 directly to the CQC.
In order to be able to facilitate a timely submission and acceptance of the CoP plan, the CQC will issue a “CQC Modification Approval” to the applicant.
When preparing the CoP plan it is crucial that it is completed in the approved format. CoP plans that are not submitted in the approved format, or that are incomplete will be rejected. Only after acceptance the Modification Approval will be issued. After obtaining the CQC Modification Approval the manufacturer is allowed to update the CCC certificates along with the annual follow-up audit.
If the manufacturer is unable to submit a CoP plan before December 31st, 2016, they will not be able to obtain the CQC Modification approval. Certificates that are not updated by January 1, 2017 will be out of compliance and subject to suspension, then cancellation.
