The old Implementation Rules CNCA-V01-013:2003 for the voluntary CQC Mark Certification of AC Motors have been replaced by the new version of the CQC (China Quality Certification Centre) CQC11-471114-2016 with its announcement on March 8, 2016.
Since its announcement applicants for a voluntary CQC Mark Certification need to apply in accordance with the new Implementation Rules CQC11-471114-2016. For CQC certificates issued according to the old CNCA Implementation Rules, additional changes can be submitted during the change application for the update to the new CQC version.
The main differences between the old CNCA and new CQC Implementation Rules for voluntary CQC Mark Certification of AC Motors are affecting the following points:

In 2015 the new implementation rules for „Door Locks and Door Retention Systems“ (CNCA-C11-10: 2014) have replaced the old regulations CNCA-02C-061: 2005. The underlying GB standard GB15086-2013 remains the same. Detailed information regarding the new implementation rules can be found here.
Implementation rules are the regulatory basis required for CCC certification of a particular product. They define the scope for product testing, as well as the overall process that will need to be completed before the CCC certificate can be issued. In these rules, you will find all of the relevant information, including the number of test samples required for testing in China and the corresponding GB standards. They also state how long the steps in the process will take.
Since the announcement by the CNCA in December 2015, door locks for sliding doors are now subject to CCC certification as well. The changes apply for private vehicles as well as commercial vehicles.

The CNCA (Certification and Accreditation Administration) announcement No. 3 in 2016 included a regulatory change making CCC certification for electronic products with a converter mandatory in accordance with CNCA-C02-01:2014. Electronic products with a foreign standard for the plug and/or socket are excluded, but can get a voluntary CQC Mark certification.
The electronic products (with converter) must meet the requirements of GB standards: GB 2099.1, GB 2099.3 and GB 1002/GB 1003, and will be certified according to the Implementation Rule CNCA-C02-01:2014.
The new version of GB 2099.3-2015 was published on October 13, 2015 and has been added to CNCA-C02-01:2014.
As of April 14, 2017 products that do not have China CCC certification according to the new regulations cannot be imported, bought, sold, used or traded in China. Products that already have a voluntary CQC Mark certification according to the old GB2099.3-2008 will also be required to be certified according to the new regulations prior to the April 14, 2017 deadline.
The new requirements of GB2099.3-2015 are required to be met for a CCC change application. To qualify the audit report of the last voluntary CQC Mark certification should not be older than one year and the relevant designated test laboratory will need to be approved by the CNCA and CQC. They will determine if the laboratory has the appropriate accreditation and ability to test to the Chinese standard.

In the CNCA (Certification and Accreditation Administration of the People’s Republic of China) announcement No. 31 of 2014 the new CNCA Implementation Rules for vehicle horns (CNCA-C11-05-2014) have been published. They were implemented on January 1, 2015 and officially took effect on January 1, 2016 for the CCC certification of new products. Existing CCC certificates that are in accordance with the old rules CNCA-02C-055-2005 need to be updated until December 31, 2016.
Also the CCAP (CCAP-C11-05:2014) and CQC (CQC-C1101:2014) have updated their relevant Implementation Rules. The old GB standard for vehicle horns GB 15742-2001 did not change and is still valid.
According to the new Implementation Rules (CNCA-C11-05-2014) products basically can be summed up into one certification unit if there are no significant differences regarding the following characteristics:
Furthermore, two new annexes have been added to the new Implementation Rules. According to the new annex 1 additional information and data are now required in the “Description form” of the application documents. Annex 3 is also newly added for the CCC certification of service parts after EoP (End of Production). Besides the application documents, further documents are required here.

The CNCA announcement No. 28 of 2015 for the Voluntary CQC Mark Certification of spare parts of CCC compulsory products revokes the announcement No. 6 of 2003. The Implementation Rules CNCA-V01-017-2003 for the voluntary certification of light socket parts have been transferred to the new CQC regulations for the safety of light sockets (CQC11-465429-2016) which have been announced on February 25, 2016.

Unfortunately clear guidelines on how to interpret the new Implementations Rules were missing. As the result of a lack of consistency in interpretations, the CNCA (Certification and Accreditation Administration) issued more specific guidelines on how to interpret the new Implementation Rules. The new guidelines go into more detail particularly in regards to automotive interior trimming parts. The new requirements place a higher priority on the minimum size requirement. The minimum size required for interior trimming parts is still 356mm*100mm, but the method of measuring has changed.
In a first step one has to check if the projected surface of the interior trimming part is at least the size of 356mm*100mm standard template. Holes will be ignored for this first step. If it is not possible to place the standard template within the contour of the largest projected surface of the interior trimming part, it is not possible to get this part CCC certified.
If it is possible to place the standard template completely within the outline of the largest projected surface of the trimming part, one should examine the size of each possible hole. If no single hole makes up for more than 50% of the total surface of the part, it is likely that CCC is compulsory. In case a single hole makes up for more than 50% of the total surface, the remaining solid section of the trimming part must be large enough in order to take the standard template from it.
If the projected surface is large enough to fit the standard template of 356*100mm and the conditions for holes are met as well, the last step is to check whether a standard test sample can be taken out of the trimming part. It must be possible to take the test samples of either 356mm*3-60mm or 138mm*60mm from the part. The test samples cannot contain any holes.
If all conditions are met, CCC certification is mandatory.
Although the CNCA announcement is quite complex, it provides a commonly accepted base on how to evaluate an interior parts’ obligation for CCC certification. The new rules clearly state the minimum requirements, which is good for both the supplier and car manufacturer.

One of the 15 new Implementation Rules includes an updated version for brake hoses. The current version number is CNCA-C11-06:2014.
It is important for manufacturers which currently have CCC for brake hoses to update their certificate to reflect the new Implementation Rule. The deadline to make the update to existing CCC certificates is December 31, 2016. Certificates, which do not show the updated Implementation Rule (CNCA-C11-06:2014), will then be temporarily suspended, cancelled and erased from the CNCA database.

The new GB Standards GB 2.099.3-2015 (“Plugs and Sockets for Domestic Use and Similar Purposes, part 2-5: Special Requirements for Adapters”) and GB 2.099.7-2015 (“Plugs and Sockets for Domestic Use and Similar Purposes, part 2-7: Special Requirements for Sockets of Extension Cables”) were added to the Implementation Rule CNCA-C02-01:2014.
Both GB Standards will come into effect on April 14, 2017.
For extension cables, the new standard GB 2099.7 has been added to the existing standards GB 2099.1 and GB 1002/GB 1003.
Adapters with Chinese plugs (specifically type A and I) need to be certified in accordance with GB 2099.1, GB 2099.3 and GB1002/GB1003. Adapters with foreign plugs are excluded.
Starting April 14, 2017 products that fall into these categories and do not have China CCC certification cannot be imported, bought, sold, used or traded in China.
