The CNAS (China National Accreditation Service for Conformity Assessment, Chinese: 中国合格评定国家认可委员会) is the national accreditation body in China that is responsible for the accreditation of certification organizations, laboratories and inspection bodies. CNAS was established under the approval of the CNCA (Certification and Accreditation Administration) and is authorized by the CNCA in accordance with the Regulations of the People’s Republic of China on Certification and Accreditation. The purpose of CNAS is to promote conformity assessment bodies to strengthen their development in accordance with the requirements of applicable standards and specifications.
China closely monitors and controls foreign products and their certifications. On March 27, 2015 the Second Session of the Third Committee of the CNAS was held in Beijing. The CNAS announced that they will put into place improved monitoring systems to verify required certifications of international products. These systems will check that goods are in complete compliance and that the required certifications are up to date.
The director of the CNCA Sun Dawei emphasized in his speech that the quality and efficiency of the economic modernization will be promoted by focusing on the expansion of inspections and tests. By doing so, services will be improved and the international acceptance will be supported.

In an earlier news article entitled “CCC: Changes in CCC Marking Regulations,” we informed you that the Chinese authority CNCA (Certification and Accreditation Administration) announced changes regarding CCC regulations in October of 2014. One of the regulations affect the application for the printing permission that is issued by the CNCA. A printing permission authorizes certificate holders to legally mark their CCC certified products with the official CCC logo.
At the signing ceremony on March 31, 2015 organized by CNCA, the director of the Chinese authority CNCA Mr. Li Guohui announced that the application for the marking permission can now be done by any of the four certification authorities. The CCAP (China Certification Centre for Automotive Products, Ch. “中汽认证中心”) and the CQC (China Quality Certification Centre, Ch. “中国质量认证中心”) are two of the authorized certification authorities. The director of the CCAP, Mr. Qiang Yi, emphasized in his speech that the CCAP will provide full support in order to offer better services in the field of marking permissions for all CCC certified companies. With the cooperation between the CNCA and CCAP the application procedure for marking permissions will now be simplified.

The Chinese certification authority CQC (China Quality Certification Center) announced, that a new GB Standard (GB stands for Guobiao, or “National Standard”) for “photometric characteristics of devices for the illumination of rear registration plates of motor vehicles and their trailers” will be published.
The affected standards are: GB4785 (installation of the outdoor illumination on vehicles and their trailers), GB 15766.1 (bulb size and optical requirements) and ECE R37 (affects filament lamps in vehicles and their trailers). The ECE R37 was added as a normative reference.

The CQC has now introduced a special voluntary certification program that includes electronic products in vehicles. Currently electronic products with up to 20 different antennas are used in normal vehicles. The new certification scope will increase the EMC (Electromagnetic Compatibility).

It is important that the products that are within the product range comply with the corresponding Certification Rules. It is also important to check for new regulatory requirements frequently. Once new Certification Rules for a product are published, change of certificates for Voluntary CQC Mark Certificates need to be applied in order to keep their validity. Certificates that are not updated to the latest certification rules will be suspended.
