On October 28, 2014 we will offer the CCC training course: “Well-Informed about China Compulsory Certificate (CCC) – Certification Requirements and Procedures in the People’s Republic of China.” This event will be held in cooperation with TÜV Academy and is part of the “International Product Approval” course. The training will last all day and will be conducted in German (language). Manufacturers will learn about the CCC certification requirements, process, necessary preparation, challenges and the respective export conditions of different countries.
Participants will receive a product overview of CCC mandatory products along with the relevant Chinese National Standards (known as GB standards) that state which products fall under the CCC compulsory certification regulations.
Additional certification requirements such as CEL (China Energy Label) and NAL (Network Access License) will also be discussed. These additional requirements are often disregarded by manufacturers and can cause goods to be detained by customs, regardless of their CCC certification.
A special focus on the issue of spare parts will also be discussed. Spare parts represent an important business for manufacturers, but present a major challenge when shipping to China.

Mr. Julian Busch CEO of MPR China Certification GmbH / China Certification Corporation recently wrote an article regarding the new implementation rules for CCC certification of automotive components. It was published September 11, 2014 on the website of the “Manufacturing Journal Magazine”, an international journal for the manufacturing industry.
The article is in regard to the latest announcement by the Chinese authority the CNCA (Certification and Accreditation Administration). In August 2014 the CNCA published 15 new implementation rules for CCC Certification. Amongst these are the following automotive parts:
Implementation rules are the regulatory basis required for CCC certification of a particular product. They define the scope of the product testing, as well as the overall process that will need to be completed before CCC certification can be issued. In these rules, you will find all of the relevant information including the number of test samples required for testing (all testing must be done at an accredited test laboratory in China) and the corresponding GB Standards (GB stands for Guobiao, Chinese for “National Standard”). The procedures of the initial audit, the annual follow up inspections and the correct marking of the component or product with CCC logo can also be found here.
The new implementation rules will be officially implemented on January 1, 2015. They will replace the previous version and all new CCC certifications need to be in compliance with the new guidelines going forward.
The article points out the need for CCC certificate holders to frequently check all relevant announcements and regulations by the Chinese authorities, since the GB Standards and corresponding Implementation Rules are changed frequently. It is the responsibility of the certificate holder to make sure that their products are in compliance with the latest standards.

On Monday, October 20, 2014 a representative from the China Certification Centre for Automotive Products (CCAP) will be conducting a training seminar regarding the “CCC Certification of Safety Belts” at the office of MPR China Certification GmbH in Frankfurt, Germany.
The CCAP is a registered Chinese certification authority which performs national and international certifications for automotive suppliers for the P.R. China. Certifications by the CCAP are strictly in accordance with the Chinese regulations and laws (GB Standards and Implementation Rules).

September 4th 2014, representatives of the “National Center of Supervision and Inspection on Motor Vehicle Products Quality (Shanghai) and Shanghai Motor Vehicle Inspection Center” (Chinese: 国家机动车产品质量监督检验中心 (上海) 暨上海机动车检测中心) presented Mr. Julian Busch, CEO of MPR China Certification GmbH / China Certification Corporation, an award for the excellent cooperation during the last years. Since 2005, MPR China Certification GmbH / China Certification Corporation has been supporting hundreds of automotive suppliers and whole car manufacturers in handling their initial CCC certifications and CCC certificate extensions. In the course of certification processes, sample parts mainly were tested at National Center of Supervision and Inspection on Motor Vehicle Products Quality (Shanghai) and Shanghai Motor Vehicle Inspection Center according to the correspondent Chinese GB Standards.

Recently, the Chinese certification authority CNCA (Certification and Accreditation Administration) published a couple of new implementation rules for CCC certification of CCC certification of automotive parts. All of those were officially implemented already and came into effect January 1, 2015. You can find further information here in our news section.
Besides fuel tanks, brake hoses and safety belts, new implementation rules have also been released for interior trimming material. Between the old and new version, there are essential differences. Tremendous adjustments have been made which are not only relevant for CCC certificate holders and CCC applicants, but also for manufacturers of interior trimming parts who have never been confronted with CCC before and whose parts did not require CCC certification so far. They might need to deal with this topic now.
The announcement of CNCA brought big uncertainties to vehicle manufacturers and automotive suppliers. Criteria for classification of CCC mandatory parts have been revised and were extended. In the past, there were clear instructions about how to identify CCC relevant parts. But now, there are more complex factors and the determination is not that easy anymore.

Besides CNCA, CQC and CCAP have also published own, detailed implementation rules for all automotive components that require CCC certification in January 2015. Once again, these interpretations showed how significant the changes regarding existing size requirements have been.

According to the new implementation rules for interior trimming material no. CNCA-C11-09:2014, the following parts will be added to the scope of CCC mandatory products January 1, 2015:
There are no interior trimming parts being excluded from CCC product catalogue. So steering wheels, removable floor mats and convertible roof systems also require CCC in the future.
After January 1, 2016 above mentioned parts may only be imported, sold and/or used in business activities in China after a China Compulsory Certification has been obtained.
The basic principle that only parts with a minimum size of 356*100mm can get CCC certification will remain. The maximum burning rate for interior parts in class M 1 vehicles will also not change.
The new version of the implementation rule has been expanded and now includes an additional annex 3. This annex contains specific guidelines regarding spare parts for vehicles which are not manufactured anymore or which will achieve their end of production (EoP) in the near future. Before, these guidelines were not put down in writing. Now they have a solid regulatory basis.
As with all the other new implementation rules for automotive components, all CCC certificates for interior trimming parts need to be updated before January 1, 2016. Certificates which do not include the new regulation number to this date will be suspended and cancelled in the end.
There are special requirements for updating CCC certificates that need to be observed, e.g. the CCC specific CoP plan. CCC certificates cannot be updated as pleased – the application can only be filed in the course of follow up inspection.
