CCC: New Automotive Implementation Rules published

August 2014In their announcement from August 2014, the Chinese certification authority CNCA (Certification and Accreditation Administration) has published the release and implementation of 15 new “implementation rules” required for CCC certification of automotive parts. The renewal of those guidelines has been already announced some time ago, now the rules were finally published.
This is the second release of new guidelines for CCC certification within a very short period of time. In July 2014, CNCA announced 17 new implementation rules for various products and product groups.
Implementation rules are the regulatory basis required for CCC certification of a particular product. They define the scope for product testing, as well as the overall process that will need to be completed before CCC certification can be issued. In these rules, you will find all of the relevant information, including the number of test samples required for testing in China and the corresponding GB Standard (GB stands for Guobiao, Chinese for “National Standard”). The procedures of the initial audit, the annual follow up inspections and the correct marking of the component or product with CCC logo can also be found here.
According to the CNCA announcement, there will be new implementation rules for the following products or product groups:
- Seats and headrests
- Fuel tanks
- Door locks and retentions
- Interior trimming material
- Brake hoses
- Safety Belts
All new regulations will be officially implemented on January 1, 2015. They will replace the previous version and all new CCC certifications need to be in compliance with the new guidelines going forward. Only the new implementation rules will be printed on CCC certificates then. They differ significantly from the old versions, it is not only the year of issuing the rule that changes. For comparison: The number of the new regulations for CCC certification of interior parts is “CNCA-C11-09:2014”, old index was “CNCA-02C-060:2005”.
Affected CCC certificates need to be updated before January 1, 2017. Certificates which do not include the new regulation number to this date will be suspended and cancelled in the end.
