TC11-2023-02 Revision der GB Standards für Kraftfahrzeuge und -teile in China

Am 9. November 2023 hat die CNCA Automotive and Parts Technical Expert Group (TC11) eine technische Resolution zu den „Modification and Mandatory Certification Standards for Automobiles and Auto Parts Products“ (TC11-2023-02) veröffentlicht. Betroffene GB-Standards sind z.B. GB 15084-2022 (Motor vehicles-Device for indirect vision-Requirement of performance and installation), GB/T 4501-2023 (Laboratory test methods for truck and bus tyres capabilities).

Ein Großteil von Kraftfahrzeugteilen benötigt eine CCC-Zertifizierung, um in China für den Import und den Vertrieb zugelassen werden zu können.

Die Resolution enthält folgende Bestimmungen der zu überarbeitenden Produktnormen für die Automobilindustrie (siehe unten, Tabelle 1): 

1).  Neue Zertifizierungen werden gemäß den neuen Standardanforderungen (einschließlich der Anforderungen des Umsetzungsdatums) umgesetzt.

2).  Wenn es für eine überarbeitete Norm keinen neuen Prüfgegenstand gibt, muss ein bereits zertifiziertes Produkt für die Erneuerung nicht extra geprüft werden, das Zertifikat kann gemäß der neuen Norm direkt aktualisiert werden.
Wenn es einen neuen Prüfgegenstand gibt, muss ein Differenztest durchgeführt werden. Die Erneuerung eines Zertifikats kann nach bestandener Prüfung ausgestellt werden.

Für zertifizierte Produkte, die vor der Einführung der neuen Norm-Version ausgeliefert, im Markt verkauft und/ oder deren Produktion eingestellt wurden, ist es nicht erforderlich, das Zertifikat gemäß der neuen Version der Norm erneut prüfen und neu ausstellen zu lassen.

3).  Bereits ausgestellte CCC-Zertifikate betroffener Produkte können ab dem Datum der Veröffentlichung dieser Resolution 1 Jahr lang weiter verwendet werden.

Wenn für die Norm ein eindeutiges Datum als Übergangsfrist zur Umsetzung der Änderung und Erneuerung des Zertifikats festgelegt wurde, dann gilt diese für den Inhaber, auch wenn diese länger als 1 Jahr nach Veröffentlichung dieser Resolution beträgt.

Wenn die festgelegte Umsetzungsfrist weniger als 1 Jahr nach Veröffentlichung dieser Resolution beträgt, kann der Inhaber des Zertifikates die Änderung und Erneuerung des Zertifikates trotzdem innerhalb von 1 Jahr nach der Veröffentlichung der Resolution gemäß der entsprechenden Norm abschließen.

Unternehmen können die Erneuerung von Zertifikaten entsprechend ihrer eigenen Möglichkeiten im Voraus durchführen.

4).  Nach Ablauf der festgelegten Fristen für die Aktualisierung der Normen gelten für Zertifikate die Anforderungen der „Verordnung über die Verwaltung der obligatorischen Produktzertifizierung“ der Zertifizierungsbehörde.

Die Stellungnahmen der neuen CCC-Zertifizierungsstandards sind in Tabelle 2 (s.u.) dargestellt.
