New Implementation Rules for Motorcycles

August 2021In its press release No. 8/2021 of June 24, 2021, the China Certification Regulatory Commission (CNCA) announced that new requirements will apply to the certification of motorcycles as of July 1, 2021. The revised Implementation Rules, named “China Compulsory Certification Implementation Rules – Motorcycle” (CNCA-C11-02: 2021), replaces the previous version (CNCA-C11-02: 2014), which had already been in force for seven years.
This modification also includes some relevant changes for manufacturers of motorcycles certified for China. The first important change concerns the definition of the term motorcycle itself. The scope of application of the given Implementation Rules is now specified in the text without precise details. Instead, whether a vehicle is defined as a motorcycle under these impl. rules now depends on the specifications of the Chinese authorities and government (but it is not specified which authorities exactly).
The specifics regarding the CCC logo have been relaxed. The logo no longer must be in the “CCC-S” format, instead the regular CCC logo, without the “S,” can be used. Changes to the shape of the logo may also be accepted too. The obligation to visibly display the factory code is no longer mandatory.
Another major simplification for manufacturers and exporters is the introduction of the electronic version of the certificate in addition to the existing paper form. The content of the two certificate versions will be identical, and the new version will also explicitly allow certification to be confirmed online. For this purpose it must also include the respective vehicle identification number (VIN).
The previously detailed Implementation Rules used for official inspections have been relaxed overall. For example, the CNCA now dispenses with the need for product tests of random samples taken from production or the market. On the other hand, the testing of production conformity and verification of internal company certification officers has been made more specific.
Finally, the annex to the implementing regulations has also been modified. This relates to the relevant GB standards and the content of the official forms. Also completely new are the requirements for product drawings, which are detailed in Annex No. 2.
