New CNCA Announcement: Certain Products Are No Longer Subject to Compulsory CCC Certification

December 2018In December 2018, the Certification and Accreditation Authority of China (CNCA) published announcement No. 29-2018 which includes a list of twelve products that will no longer be subject to CCC certification in China (s. appendix 1 below). As of now, CCC certificates of affected products will become invalid and affected products may no longer be marked with the CCC logo.
However, the respective product requirements, which are laid down in the national Chinese standards, the so-called GB standards, continue to apply. In order to be able to legally import or sell products in China, conformity with Chinese standards is essential.
The most reliable way to guarantee and demonstrate conformity of production is ensured through a voluntary certification. Where possible we strongly recommend to make use of this option in order to avoid unnecessary risks during the import of your products to China. The Chinese Certification Authorities China Quality Certification Center (CQC) and the China Certification Center for Automotive Products (CCAP) also offer to convert existing CCC certificates of the products listed in appendix 2 into voluntary CQC or CCAP certificates. The basic process of voluntary certifications and the corresponding follow-ups are almost identical to the CCC certification, but depending on the responsible certification authority a few differences have to be considered: By converting existing CCC certificates to a voluntary certification, the logo for the marking will change in any case. Plants that are certified by CQC will also receive a new factory code. CQC factory codes for plants with a voluntary certification start with a “V” instead of an “A”. Based on current information, converting existing CCC certificates to voluntary CQC mark certificates is only possible until April 30, 2019.

According to the CNCA announcement, a self-declaration is now possible for the following four product categories (see appendix 2 below) in addition to the normal certification mode. There are different testing requirements depending on the product category. Even with a self-declaration, it is required to conduct annual product tests for most products. In some cases, testing will have to be conducted in an accredited Chinese testing laboratory.
