NDK Manufacturer Certification for Turkey
Manufacturers of safety-related components for the nuclear industry that are to be used in Turkish nuclear power plants must obtain the NDK manufacturer approval. The regulatory body responsible for this approval is the NDK (Nükleer Düzenleme Kurumu) in Turkey. NDK is usually described as Nuclear Manufacturer Approval. The Turkish certification for nuclear equipment manufacturers was introduced in 2015 and the first approvals were granted in early 2016. Approval is usually required at the procurement stage, which means that getting approval as early as possible is critical.
The NDK is the main authority for regulating and supervising activities in the nuclear energy sector in Turkey and reports to the Ministry of Energy and Natural Resources. The Nuclear Safety Authority was only established in 2018 and took direct responsibility for manufacturer licensing which was previously the responsibility of the now abolished Turkish Atomic Energy Agency (TAEK).
Turkey is planning to build several nuclear power plants to become less dependent on energy imports. The first project is the Akkuyu nuclear power plant, which construction is currently in progress. The contract for the construction of Turkey’s first nuclear power plant was signed in 2010. A subsidiary of Rosatom is responsible for the construction of four VVER reactor units and will take over the power plant as the operator upon completion.
Construction of the first unit began in 2018, and work on the second unit started in June 2020. Permission for the third unit was granted in November 2020, and construction began in early 2021. The construction permit for the fourth unit was issued in October 2021. The second nuclear power plant is planned to be constructed in Sinop on the Black Sea and the third plant is planned to be built in the region of Thrace near the Bulgarian border.
Both Russia and China are investing in the Turkish nuclear program, Rosatom in Akkuyu and Sinop (under negotiation) and SPIC in the project of Thrace for its CAP 1400 reactor. The Turkish market is a unique opportunity for companies willing to export safety class mechanical, and electrical equipment to all three projects.

NKD Manufacturer approval – FAQ
In principle, manufacturers of safety-relevant components for the nuclear sector are subject to approval. As a rule, the requirement for NDK manufacturer approval should be communicated by the customer early in the process, since approval is normally already required in the award procedure.
The procedure usually takes 6-8 months including audit. Due to the complexity of the procedure and various authority-dependent factors, this time period may vary individually for each application.
Individual product labeling is not required.
