CCC: Change Management According to the CCC Regulations

Manufacturers who have gone through the initial CCC certification process have taken the first big step to sell their products into China. However, it is important to note that the manufacturer is responsible to notify the certifying authority of any relevant changes in order to maintain the CCC certification in compliance with the Chinese regulations.
A well-organized Change Management system must be implemented by the manufacturer. A person responsible for the quality management is required to announce any planned relevant changes by submitting the necessary applications and to implement changes only after approval by the Chinese authorities.

The Implementation Rules require that the certifying authority be notified of any of the following:

  • Product design changes
  • Product structure changes
  • “Key component” changes
  • Raw materials changes
  • Suppliers changes
  • Changes in facility management structure

It is important that the certificate holder communicates any changes in the early stage with the Chinese certification Authorities and does not announce it after implementation, or until the follow up audit. Failure to follow these regulations can lead to non-conformities in the audit and may result in a cancellation of the CCC certificate.

It is also necessary to perform the annual factory inspections and product testing, which have to be done in accordance with the current Implementing Rules and GB Standards
(GB stands for “Guobiao”, Chinese for “National Standard”).
