On September 29, 2024, it was announced that 511 new or updated national GB standards had been approved by the State Administration for Market Regulation (Standardization Administration of China – SAC).
As part of this update, the GB/T 31486-2015 has also been renewed. The new version of the standard, GB/T 31486-2024, which sets the requirements for electrical performance and testing methods for electric vehicle traction batteries, will be implemented on April 1, 2024. This standard will apply to all new registrations from April 1, 2025, and will replace the previous version.
Product testing (MIIT or CCC) and marking requirements for cells/modules/packs are mandated for whole vehicle homologation in China. With the new revision, testing requirements are shifted from module to cell level. Additionally, the definition of “modules” has been removed from the new standard, which may directly impact coding requirements according to GB/T34014.
Currently, there is no final information available regarding transition periods for existing cells and modules.

The recently released GB standards, GB/T 15579.5-2023 “Arc Welding Equipment – Part 5: Wire Feeding Devices” and GB/T 15579.7-2023 “Arc Welding Equipment – Part 7: Welding Torch (Gun),” have replaced their 2013 counterparts as the basis for certifying wire feeding devices and welding torches (guns) in China. These new standards, effective immediately, are crucial for products seeking CCC certification in order to be approved for import and distribution in China.Key changes include revisions to the certification rule number, updated reference standards, narrowed certification scope, and adjustments in product descriptions. Products previously categorized under 006014 must now adhere to Type II certification rules.
Enterprises holding certificates under the old standards must apply for conversion to meet the new requirements. Applications for certificate conversion should be completed by November 1, 2025, and any certificates not converted by December 31, 2025, will be revoked. Conversion applications must align with the GB/T 15579.1-2024 revision. Testing bodies are required to confirm their ability to test under the new standards promptly.

The alliance plans to introduce a certification program for the classification of the energy efficiency of cars in China. The draft document “Test and Evaluation Procedure for Classifying the Energy Efficiency of Cars in China, Part 1: Battery Electric Vehicles” has now been published and released for public comment. Products and components from the automotive sector generally require CCC certification in order to be approved for import and distribution in China.
The assessment focuses on key issues that are important to consumers and takes into account the technological development of the industry as well as the country’s policy requirements. Based on a multidimensional assessment of vehicles and key systems, as well as in comparison to international energy efficiency labels, an objective assessment of energy efficiency levels in China is made. Through scientifically sound test methods, the process enables consumers to easily identify the energy efficiency of vehicles and at the same time promotes green consumption. In addition, it supports car manufacturers in optimizing energy efficiency and drives the green and low-carbon development of the automotive industry as well as technical progress. The certification for the classification of the energy efficiency of Chinese cars includes a “product certificate” and a “label for the classification of the energy efficiency of cars”.

In accordance with Announcement No. 9 of 2024 issued by the State Administration for Market Regulation, electric bicycle rider helmets will be subject to China’s Compulsory Certification (CCC) starting May 1, 2024. From this date, motorcycle and electric bicycle rider helmets will generally require CCC certification to be approved for import and sale in China.
Additionally, under Announcement No. 7 of 2024 from the State Certification and Accreditation Administration, new implementation rules for motorcycle and electric bicycle rider helmets have been introduced. CQC started to enforce the updated “Implementation Specifications for Compulsory Product Certification – Motorcycle and Electric Bicycle Rider Helmets” (CQC-C1115-2024) beginning May 1, 2024. This replaces the previous 2017 version for motorcycle helmets (CQC-C1115-2017). Existing CCC certificates for motorcycle helmets will remain valid until their expiration or a change in product standards occurs. Meanwhile, companies holding voluntary certification for electric bicycle helmets will need to transition to CCC certification without incurring additional fees, provided no changes in certification requirements have taken place.

According to Announcement No. 9 of 2024 from China’s State Administration for Market Regulation, water-based interior wall paints are now be included within the scope of CCC (China Compulsory Certification). This certification requirement took effect starting July 1, 2024. This means that water-based interior wall paints require CCC certification to be approved for import, sale and use in China.
As per the April 8, 2024 announcement from the State Certification and Accreditation Administration, CQC has issued the CQC-C2101.01-2024 “Implementation Rules for Compulsory Product Certification – Paint Products,” replacing the previous version for solvent-based wood coatings. The new rules, based on CNCA-C21-01:2024, apply to both solvent-based wood coatings and water-based interior wall paints. Certificates under the previous guidelines for solvent-based wood coatings can continue until expiration or upon changes in products or standards.

On August 13, 2024, the China General Administration of Customs (GACC) announced the introduction of a new registration system for imported food products with Announcement No. 105 [2024] to improve the registration process. In most cases, food products require GACC registration in order to be approved for import and distribution in China.
Exporters, agents and importers of food products can submit their applications through the official GACC platform. After registration, foreign exporters and agents receive an 18-digit uniform code, while importers use their uniform social credit code for customs clearance. Companies that are already registered will automatically receive the new code, as old registration numbers will become invalid. The announcement will take effect on September 5, 2024.
