By the end of 2023, the Chinese State Administration for Market Supervision and Administration (SAC) will have published and approved a total of 468 proposed national standards. These include a new standard regarding functional safety requirements and test methods for drive motor systems in electric vehicles. The relevant new GB standard is GB/T 43254-2023. Many e-mobility products and components require CCC Certification in China in order to be approved for import and sale in China.
CCC certification is mandatory in China and applies to certain product categories. Before products can be exported to China, they must have the CCC certificate. It is comparable to the European CE system, which also standardizes product quality.

On April 10, 2024, the CNCA publishedseveral major changes regarding the CCC certification area in its announcement No. 09/2024. Among other things, the list of products subject to CCC will be expanded to include several new product categories that were previously not part of the scope.
The CCC (China Compulsory Certificate) certification is a mandatory certification in China that ensures that certain categories of products meet national safety and quality standards before they can be sold or imported in China. Product tests in China and annual factory audits are part of the CCC certification.

On April 10, 2024, the CNCA issued announcement No. 09/2024, detailing substantial modifications in the CCC certification requirements. The revisions include expanding the range of products that require CCC certification to encompass additional product categories that were not previously covered. Relevant implementation rules were also revised.
The CCC (China Compulsory Certificate) is a compulsory certification in China, designed to ensure that specific product types comply with the national safety and quality standards before they are allowed to be sold or imported into China. The certification process involves product testing within China and annual audits of factories.

The old version of the rules will be repealed simultaneously.
The relevant designated certification body shall, in accordance with the revised new version of the regulations and the requirements of the general implementing rules for mandatory product certification, formulate the relevant implementing rules for certification and submit them to the CNCA before carrying out the certification and issuing the certification certificate in accordance with the new version of the regulations.
Active mandatory product certificates issued under the old regulations can still be used. Conversion of certificates must be carried out in a natural transition manner, such as during renewal of validity period, product change or standard change.

On April 7, 2024, the CNCA authority publishedseveral major news regarding CCC certification in its Announcement No. 09/2024.
One of the most important developments is the revision of the CCC Self Declaration certification mode for certain low-voltage components. In future, these will be subject to the regular CCC certification process, which includes annual factory audits.
These low-voltage components were included in the CCC Self-Declaration category in October 2019. However, the CNCA authority has now decided to reverse this process. No reasons were given. However, we suspect that there were often significant deviations from the national standards in this product area and that changes to certified products were not properly notified.
CCC applications for these products will be accepted beginning May 1, 2024. Plants that already have CCC SD must have completed the conversion process to classic CCC certification with a factory audit before November 1, 2024.
Manufacturers of these products that only have CCC SD without an additional voluntary CQC certification will have to conduct new audits. As these audits require a certain lead time, haste is required.

On September 7, 2023, new GB standards for charging systems for electric vehicles were published. Many components of such charging systems usually require CCC certification in order to be approved for the Chinese market.
