E-Mobility: GB Standards for Hydrogen Refuelling Nozzles and Fuel Cell Test Methods

As we have reported in the past, at the end of 2023, the State Administration for Market Supervision and Regulation of China (SAC) announced the approval of 423 new or revised national GB standard standards,  as well as two lists for the revision of national standards. In the list of new standards, which was published on December 28, 2023, the new standards also include those for the field of electromobility. Two standards specifically concern the area of test methods for the performance of fuel cells for electric vehicles and for hydrogen nozzles for fuel cell electric vehicles. Hydrogen-related products in the field of e-mobility often require CCC certification. Pressure vessels in particular usually also require a Chinese Manufacture License (SELO approval).

The relevant GB standards that are being revised in this regard are GB/T 26991-2011 for fuel cell test methods and GB/T 34425-2017 for hydrogen nozzles.

CCC certification serves as proof that certain products meet China’s national standards for safety and quality before they are sold or put into service in the Chinese market.

Revision of GB 38031-2020: Safety Requirements for Power Batteries for Electric Vehicles

Electromobility is considered a forward-looking trend in China, with the importance of electric vehicles set to increase in the coming years. In this context, traction batteries are becoming particularly important. In addition to the provisions on battery traceability and recycling, which are relevant for the registration of battery systems in China, safety regulations are of paramount importance.
According to the Standard Plan No. 20231690-Q-339 of the Ministry of Industry and Information Technology (MIIT) and the National Technical Committee for Automobile Standardization, Electric Vehicles Department, the GB Standard GB 38031-2020 safety requirements for power batteries for electric vehicles, has been revised.

Implementation of the revised standard is expected to be in 2025.

The Chinese regulatory landscape is subject to constant development and change. When implementing new standards, entrepreneurs must ensure that their products continue to comply with the new regulations.

China Quality Certification Center renaming to China Quality Certification Center Co., Ltd.

The company form of the China Quality Certification Center was changed to “China Quality Certification Center Co., Ltd.”. The planned change to the CQC’s tax number and bank account is expected to be implemented from March 03, 2024.
The China Quality Certification Centre (CQC) is a certification and testing organization based in China that certifies a wide range of products (including the important CCC certification and also the CQC certification), and tests and their compliance with national and international standards to guarantee the quality and safety of the products to consumers and companies.

From March 01, 2024 (inclusive), the company will issue corresponding certificates on behalf of “China Quality Certification Center Co., Ltd.”; The same applies from March 02, 2024 (inclusive) to mandatory product certification certificates (CCC certificates) issued by the CQC.

CCC (China Compulsory Certification) certification is required to prove that certain products meet Chinese safety and quality standards before they can be imported, sold, or used in commercial activities in China. This certification covers a wide range of products, including electrical appliances, automotive components, and toys, to ensure the safety and health of consumers.

Test Methods for the Electrical Performance of Electric Vehicle Lithium-Ion Battery Packs and Systems

The State Administration for Market Supervision and Administration of China (SAC) has approved and announced 468 recommended national standards, including test methods for the electrical performance of lithium-ion battery packs and systems for electric vehicles. The GB Standard in question is an update of the previous versions GB/T 31467.1-2015 and GB/T 31467.2-2015. For electric car batteries in China, it should be noted that requirements for a mandatory traceability code are set for seamless monitoring from production to recycling. In order to meet these requirements, battery manufacturers must officially register in China and store the data of the batteries.
