IEC Explosion Protection Certificates and NEPSI Certificates will be Accepted for CCC Ex Certification

For the CCC certification of explosion-proof products tests must be carried out in addition to audits similar to the conventional CCC certification. According to a current statement by the certification authority NEPSI, both IECEx certificates and test reports as well as NEPSI or CNEx certificates can be submitted for the CCC certification.

IECEx certificates and test reports are checked by NEPSI for an inspection fee and then may be recognized for the CCC-Ex certification.

NEPSI as well as CNEx certificates which were the official explosion protection certificates in China prior to the introduction of the CCC obligation for explosion protection products, may also accepted and can be converted directly into CCC Ex certificates.

In both cases according to the current statement by NEPSI, if acceptable test reports are submitted there is no need to carry out additional product tests for the CCC certification of these Ex products. Products that do not yet have IECEx, NEPSI or CNEx certificates will have to undergo product test in an accredited laboratory of the certification authority in China.

Manufacturers of affected products from the explosion protection area are encouraged to start the certification process quickly in order to have the CCC-Ex certificates available in time for October 1, 2020.

New vehicle registrations of Tesla in China increased

The manufacturer Tesla was able to report a new high in December with 6,643 newly registered vehicles. This is shown by figures from the state-owned China Automotive Information Net, which has analysed data from insurance companies in the automotive sector. 30 of these vehicles originate from the first production of the new plant in Shanghai and were exclusively given to employees at the end of December. The production facility in Shanghai is Tesla’s first and so far the only one outside the USA.

Together with the December figures, Tesla’s 2019 sales in China amount to 42,715 vehicles compared to 16,360 last year. The country remains the world’s largest market for electric vehicles, even though general sales figures declined for the second year in a row. Sales of electric vehicles last year were also affected as the government cut subsidies.

Tesla announced in October that it would stop selling its Model 3 imported from the US. This may have prompted some buyers to order the US version of the vehicles that are still available. This could explain the increase in Tesla sales figures towards the end of the year. The California-based company does not itself publish figures on monthly sales in the respective regions. Worldwide, 112,000 vehicles were delivered in the 4th quarter, and for the full year 2019 the figure was 367,500.

The Tesla Model 3, which is manufactured in China, officially went on sale on January 7, 2019, and Tesla boss Elon Musk expressed his thanks to the Chinese government at the launch ceremony for making it possible to build the new production facility near Shanghai in just one year. Tesla is also reducing the price of Model 3 cars manufactured in China by 9 percent to CNY 299,050. The new plant in Shanghai is capable of producing more than 1000 vehicles per week. Tesla plans to double this rate in the course of the year. According to insiders, it is also likely that the manufacturer will be able to further reduce its prices in the second half of 2020, as some of the components will then be available from local manufacturers in China. No Initial Factory Audits for Certification of Explosion Proof Products In China Due to the Coronavirus Pandemic

Due to the worldwide travel restrictions due to the coronavirus pandemic, no initial factory audits will be required for Chinese explosion protection CCC certification (CCC-Ex Certification). Please note this is based on the current situation and may change without notice. The Chinese authority NEPSI, which is responsible for the CCC certification of explosion-proof products, now issues the CCC certificates after the application has been submitted and product tests have been passed.

The audits must be rescheduled as soon as the situation has improved. A fixed date as to when the initial factory audits will need to be rescheduled has not yet defined.

Initial factory audits are usually the prerequisite for obtaining CCC certificates in connection with positive product tests and are always carried out by the auditors of the certification authorities from China.

For manufacturers of explosion-protected products, this offers the possibility of an enormous time savings in the certification process, especially in regard to the implementation deadline of the China Ex-Certification on October 1, 2020.

Manufacturers of affected products from the explosion protection area are therefore encouraged to start the certification process quickly in order to have the CCC-Ex certificates available in good time.

Total imports in South Korea are falling while consumer goods are rising

The consumer goods industry expects a variety of challenges in South Korea. Buyer behavior is complex while a saturated retail space and emerging markets bring further competition. Therefore the government has decided to actively support business. In recent years, 13 free trade agreements have been signed, among others, most recently with China, the largest trading partner. The economy in South Korea is dominated by export-oriented companies, many of them well-known names in the USA. Manufacturers of consumer goods are successful both at domestic level and outside South Korea. Besides the USA, some manufacturers have ventured into new and fast-growing markets such as China, Vietnam and Russia.

The main export goods in the consumer sector are food, personal care and cosmetic products. For the most part, these are companies or products that have been successful in South Korea for years and are therefore also well received by consumers abroad. But the situation for manufacturers of consumer goods is also promising on the domestic market. The average age of the South Korean population is rising rapidly and the number of single households is increasing. Contrary to the general trend, spending by single consumers has increased in the last two years. Companies are taking advantage of this situation and offering products specifically tailored to this group of buyers. Among other things, a well-known manufacturer offers a smaller refrigerator for single households, and the largest South Korean food manufacturer introduced new products to target working people and students.
South Korean consumers are more concerned with quality than with a reasonable price. A flourishing domestic industry and the open market policy regarding trade through the 13 free trade agreements increased competition for the sale of consumer goods in the country. Manufacturers who brought cheap and inferior products to the South Korean market failed. Meanwhile, high-quality brand manufacturers were successful with their market introduction. Many products imported into South Korea require Korean certification. This is mainly a matter of identifying and containing a potential risk to safety, health and the environment. CCC GUIDELINES FOR TOYS CNCA-C22-01:2020 AND CNCA-C22-02:2020

For children’s toys and strollers, two new implementation guidelines for CCC (China Compulsory Certification) have come into effect since 2020 under Announcement No. 14/2020 by CNCA (Certification and Accreditation Administration of the People’s Republic of China).

Issued CCC certificates for these product categories have been automatically updated in this context as part of change requests. Nevertheless, holders of such certificates should always check that all documents are maintained with the latest standards.

Foxconn and Fiat Chrysler work on electric vehicles for China

The electronics specialist Foxconn, otherwise better known for the production of iPhones, is planning a joint venture with Fiat Chrysler FCA in the field of electric vehicles. At the beginning of January, Foxconn announced that the two companies will combine their core competencies to develop electric cars for the Chinese market. FCA will take over the actual production, while the Taiwanese technology group will contribute the electronics and software.

Fiat and Chrysler, as well as Jeep and Dodge, other brands of the FCA Group are lagging behind in the field of electric vehicles compared to other car manufacturers. Recently, a merger with the French PSA group (including Peugeot and Citroën) was discussed in response to the changed environment of the automotive market. In addition, Italian-American car manufacturer FCA has been considering several acquisitions of US start-ups in the field of electric mobility in order to accelerate its plans.

Supported by government subsidies, China has become the world’s largest market for electric vehicles. Despite an 8 percent decline in overall car sales over the period 2018-2019, electric vehicles grew 6 percent. Even with the current slight decline in the Chinese economy, experts expect that the market for electric vehicles in China will easily outperform the European and American markets.

FCA is not alone in its plan to establish itself in the Chinese market for electric vehicles. Numerous Western car manufacturers have been trying to do so for years. Both companies could benefit from the FCA-Foxconn joint venture: FCA gains access to the Chinese market while Foxconn can expand its current business as a manufacturer of electronic equipment. Foxconn CEO Liu hopes that in the future, sales of electric vehicles will ultimately contribute 10 percent of the company’s turnover. A mandatory CCC certification is required for the export of vehicle components and other products.
