The continuous development and growing importance of e-mobility in China has promoted the certification of such products. The China Quality Certification Centre (CQC for short in Chinese.: 中国质量认证中心), regularly publishes new standards and regulations and offers the CQC Mark Certification. The CQC Mark Certification is for products that do not meet the requirements for the CCC certification. This certification proves that companies comply with Chinese standards and regulations in terms of quality, safety and the environment. Furthermore, companies can significantly reduce the risk that problems will occur at the Chinese customs. Another benefit is the recognition of the certificate as a quality label in China, which enables companies to improve their product placement in the market.
The following standards are relevant for batteries and battery systems of electric and hybrid vehicles:
In addition, there is a standard related to the battery management system in electric vehicles. The standard QC/T 897-2011 defines the technical specification, test methods, inspection rules and marking of the battery management systems for electric vehicles.
Other product categories that can receive the CQC Mark Certification are regularly published on the official CQC website. Compliance with the Chinese regulations and standards (GB Standards) is of high importance in China. Each product category has its own implementation rules, which applies when certifying a product. The specific test requirements are based on the GB Standards. The GB Standards are used in each certification and examination of a particular product in addition to the implementation rules. The regulations and standards, such as the implementation rules for CCC certification, will be revised and updated regularly.

China is already making huge strides in advanced technologies. So it came as no surprise when late last year President Xi Jinping voiced his desire to see China a “science and technology superpower”.
There are already a number of successes to demonstrate China’s determination and expertise in this field. A few examples include the launch of Mozi, the first quantum satellite in 2016 and Tiangong, their own space lab and initiative. China has also established engineering laboratories dedicated to virtual and augmented reality, deep learning and brain inspired intelligence.
Their current ambitions revolve around aerospace and cyber industries. China wants to become a world leader in AI by the year 2030 and it is also making inroads with nanotechnology, biotechnology and quantum information science, aiming to achieve supremacy in the latter as early as this year.
There is healthy government funding, reportedly running into billions of dollars, to back up these bold intentions. The country is currently building the National Laboratory for Quantum Information Science and is set to become the world’s largest facility of this kind.
It is not just the government driving Chinese advanced technology forward, executives with a passion for innovation are making their own mark on the technological landscape. Ren Zhengfei, founder of Huawei Technologies, filed more patent applications than any other company in the world last year. Whilst Robin Li, CEO of Baidu, has vowed to bring autonomous vehicles to the Chinese market as early as 2019.
The success of tech giants is leading to greater investment in new ventures. These ventures are in turn supported by China’s growing population and a well-developed network of suppliers, logistics specialists and manufacturers. The vast scale of the Chinese market drives powerful efficiencies as new products and services that will become available to hundreds of millions of people. Here is a growing middle and upper class that is showing themselves to be quick to adapt to new technologies.
China is now one of the world’s top three markets for venture capital in digital technologies, which includes virtual reality, autonomous vehicles, drones, 3D printing and AI. They also have third of the world’s most successful start-ups, valued at more than a billion dollars. With so much government investment and a thriving technology industry, offering many built-in advantages, China seems sure to rival and overtake the US as the world’s greatest technology superpower in the years to come.

With the progressive automation of vehicles and the development of fully autonomous driving, the cockpit and the vehicle control become less important for the driver. In the future car drivers will increasingly focus on non-driving areas such as integrated displays in the vehicle interior, high-quality surfaces and new possibilities for movement through rotating seats. The automotive interior parts are becoming more and more comfortable with new requirements and possibilities for interior suppliers.
Many automotive interior suppliers are developing new surface materials and processing technologies to increase the value of the products and to meet the increased focus of the drivers. These include, for example, thin foils for doors, consoles and other components, which are being developed as an alternative to injection molded parts in the interior. New colors, gradients and effects play an important role.
Visitors to the automobile trade fairs of recent months were already able to gain a first impression of the direction the development of vehicle interiors will take in the future. Especially for the China, who wants to take the lead by 2030 in the field of autonomous driving, high quality standards apply to Chinese customers of German premium manufacturers. Surface materials of the vehicle interior are to be tested for flammability during the CCC certification if they meet a certain minimum size and are made for the Chinese market.

The System Standard IATF 16949: 2016 was released on October 1, 2016 by the International Automotive Task Force and replaced the previous standard ISO/TS16949.
The quality standard ISO 9001:2015 and IATF16949 regulates the implementation and execution of quality management systems.
IATF16949:2015 can be looked at as a required addition to ISO9001: 2015. The standard covers all processes along the entire value chain and focuses more on areas such as customer orientation, risk analysis, systematic improvement through continuous error prevention, and more emphasis on the responsibility and skills of all employees.
The new Standard IATF16949:2015, unlike the previous standard will make it no longer possible to transfer the responsibility entirely to quality officers. In IATF16949:2015 the quality-relevant matters and responsibilities escalated directly to the management level.
Existing ISO/TS16949 certificates will expire on September 14, 2018. The short time frame and transition period brings increased pressure for the companies to act on the new requirements and implement IATF16949.
This situation is further exacerbated by further certifications such as customer audits or CCC certification audits.
Many companies experience considerable relief with the support of external service providers to minimize their internal workload.

China could reach a leading position in autonomous driving by 2030. This technology is considered as part of a smart urbanization concept and is supported by the industrial modernization program “Made in China 2025”. In addition to urbanization concepts, the modernization program also promotes the development of electric vehicles, sustainability and intelligent transport and traffic planning.
In order to realize this smart urbanization concept various collaborations have been taken place in China, e.g. FAW with China Mobile and SAIC with Alibaba.
First vehicles have already been tested. Research projects have brought international companies together. For many years, Daimler has been cooperating with the Tsinghua University Research Center and BMW with the Baidu Internet Group. In 2013, Bosch had already driven the first driverless vehicle (Tesla) on the German roads.

Recently, the CIQ (Entry-Exit Inspection and Quarantine Bureau) in Jinan City, Shandong Province, seized and destroyed ten luxury class 650cc-1500cc motorcycles, which had been imported to China as exhibits. The value of the most expensive object was 200,000 RMB or about 26,000 euros. The motorcycles were imported from Japan by a Jinan based company, but were not registered as CCC exempted products to the Chinese authorities. Such a strict approach is a new one by the CIQ whose usual duties include the monitoring of compliance issues of imported goods.
Motorcycles and their core components are subject to CCC certification. Without CCC certification the import, sale and use of CCC-compulsory products is prohibited in China. An exemption is only possible if the purpose of the goods is use for scientific work, test measures or for exhibitions. Any products that need CCC and are imported without CCC must be sent back after their purpose is fulfilled or they will be subject to destruction in China. In order to make use of a CCC exemption, an application for a “Proof of Exemption from CCC certification” has to be submitted to CIQ and the whole process must be in accordance with or under the supervision of the relevant Chinese authorities. However, even if all requirements are met, there is no guarantee for a successful exemption of your CCC-relevant exhibits.
Product tests are a mandatory part of the CCC and CQC certification. The regulations for these tests are specified in the GB-standards (the Chinese National regulations). If you have questions regarding the new regulations and their impact on your products, please do not hesitate to contact us. We offer full English translations of relevant standards and implementation rules, CCC checks for your products as well as support in answering questions regarding the planned CCC certification.

On November 8, 2017, the CFDA (China Food and Drug Administration) issued a notice that aims to facilitate the reference to existing studies in in-vitro diagnostic medical devices. Even further, under certain conditions it may be possible to dispense clinical studies altogether.
The evaluation of the decision that has been made in 2014 has now been completed.
The underlying letter specifies, among other things, the scope, basic requirements and test- as well as evaluation methods that must be met in order for existing studies to be recognized.
In its core, three main aspects were emphasized :
For applicants, these decisions can simplify the approval process significantly in the future and reduce both costs and time for CFDA registration .

According to VDA President Matthias Wissman, German automakers are on course for a record year of production in 2017.
German producers including BMW, Daimler and Volkswagen expect to significantly increase production to between an impressive 5.6 – 5.7 million units in Germany alone and 10.8 million units worldwide. In fact, the Chinese market accounted for 34% of Germany’s overall sales between July and September alone. This is an increase of 10% compared to average quarterly sales back in 2016.
Furthermore, over the next 3 years, Wissmann expects the overall offering of purely battery-powered electric vehicles from German manufacturers to triple to nearly 100 models.
This increase in demand, production and sales appears to be primarily motivated by the Chinese market. Sales in the region were so impressive that they were the only reason that the German car manufacturers were able to release positive third-quarter results.
With China becoming an increasingly important auto-market, mainly as a result of their impetus for electric vehicle technology – German automakers are attempting to transform themselves into a leading force.
