Chinese Authorities Closed During New Year

The Chinese authorities and certification institutions will be closed for the New Year Holidays.

The New Year holidays will be from December 31, 2017 to January 01, 2018. On January 2, 2018 the authorities will resume their work.

Due to the closing delays in the certification process may occur.

In China, New Year’s Eve is celebrated more quietly in comparison to the Chinese New Year celebrations. The Chinese New Year is also known as Spring Festival and is considered as the most important celebration in China.

The Chinese New Year’s Day which is calculated according to the Chinese lunar calendar and will start in mid-February for 2018. We will inform you about the exact days when the authorities will close for the Spring Festival when we get the official notice.

New Plans for Reform of Shanghai Free-Trade Zone Published

On November 16, 2017 the Chinese authority SHCIQ (Shanghai Entry-Exit Inspection and Quarantine Bureau) published new plans concerning the reform of the Shanghai Free-Trade Zone which will have an impact on automotive products. There will be special conditions of entry for certain vehicles, such as emergency vehicles, in order to simplify the import. An agreement between the different departments of the Free-Trade zone will be negotiated to standardize and simplify the parallel import of products. This is also intended to lower customs clearance costs.

 

 

Products which have been certified incorrectly have a high risk of being detained by Chinese customs. We can support you with the  CCC certification process and full vehicle homologation including emission tests.

New GB Standard for Motorcycle Headlights Issued

In 2016 the Chinese standardization organization SAC published a new GB standard for motorcycle headlights, GB 19152-2016. The standard was fully implemented in early 2017 and is the currently valid standard for motorcycle headlights.

The most significant change is that it combined two previous standards: GB 19152-2003 (Light Motorcycle Headlamps with Light Performance) and GB 5948-1998 (Motorcycle White Braided Silk Light Headlamps with Light Performance). The new standard mandates the testing and material requirements for the complete headlight models as well as the individual optical components.

Motorcycle headlamps are subject to CCC certification.

Headlamps with an asymmetrical dipped beam have a different standard. For asymmetrical dipped beamed headlamps, the test regulations for automotive headlamps will be used (GB 4599, GB 21259, GB 25991).

For products that were certified prior to the introduction of the new standard, additional tests as well as certificate updating is required. Taiwan’s Consumers like foreign electronic goods

There is an upward trend and increased demand for more efficient home and smart home appliances. The increase in demand and subsequent increase in competition has meant that foreign appliance makers have adopted far more aggressive marketing models.

In Taiwan, the home appliance market has not moved much recently. In fact, only a slight increase of the $1.7 billion sales revenues made in 2016 is expected. However, the increase in demand is pushing up the import value, which is expected to rise by an estimated $80 million in 2017. This is in part thought to be a result of temperatures reaching a record-high, hence leading to an increase in demand for cooling units.

Using foreign smart-home systems is one of the current trends in Taiwan

As of 2017, China and Japan, followed by Thailand, Germany and South Korea, are currently the most important supplier countries for white goods.

This can be widely attributed to the current relative strength of the economy in Taiwan, making imports far cheaper. The introduction of the more aggressive marketing models also plays a significant role. Notable foreign brands such as the German BSH Home Appliances, Sharp from Japan and LG Electronics from Taiwan are expanding their range of smart household appliances as well as on sales channels.

Volvo building a new factory in China for the Polestar 1 hybrid car

Volvo and its Chinese parent company Geely recently unveiled its new Polestar 1 hybrid electric car and will be building it in a brand new Chinese factory in the western Chinese city, Chengdu, where production is expected to start in 2019.

The new Polestar is expected to be Volvo’s answer to Tesla, which is currently set for world domination in the electric car and hybrid market.

According to Volvo executives, the new Chinese factory that will produce the Polestar is primed to be ‘the most environmentally responsible car factory in China.’

But the Polestar won’t be coming in cheap. Reports suggest that the new Polestar will have a price tag from anywhere between 130,000 – 150,000 Euros.

The unveiling and respective plans for production of this vehicle notably comes at the perfect time, in that they work well within the Chinese government’s goal for a fifth of all Chinese auto sales to be either electric or hybrid by 2025. Notably, volume production will be low at first, but later models will be mass-produced.

Sockets with USB Connection are Subject to CCC Certification

On November 5, 2017, the Chinese newspaper Xiandai Kuaibao reported on security risks of sockets with USB interfaces. According to the article some reporters made test purchases in various Chinese stores and found blatant safety flaws in products that were not CCC certified. Many no-CCC certified USB sockets showed poor insulation of the electrical lines or insulation that was damaged or incorrectly manufactured.

The reporters’ observations are also confirmed by a study by the Shanghai Municipal Bureau of Quality Supervision. In random checks the Bureau found that only about 60% of the USB outlets offered in China were CCC certified or able to pass CCC certification tests according to the GB standards. The failed sockets were produced by both subpar “cheap“ manufacturers, as well as well-known Western manufacturers.

Like many other consumer electronics, sockets and junction boxes with USB connection require CCC certification to be sold on the Chinese market in order to assure consumer safety.

CCC certification of USB sockets was implemented January 1, 2017, but is currently still in a transitional phase. The certification procedure is defined by CNCA implementation rules CNCA-C02-01:2014. By October 13, 2018 all USB outlets sold must be CCC certified for distribution in China.
The Director of the Consumer Protection Welfare stated that he is actively promoting the value and importance of CCC-certified products and encouraging consumers to buy CCC-certified products, indicating a significant competitive advantage for manufacturers whose products are already CCC certified.

Production numbers of electric vehicles in China exceed authorities’ goals

According to BAIC Chairman, China’s electric vehicle manufacturing output is expected to reach 1 million units next year and an impressive 3 million units by 2020. These figures notably exceed the government’s electric vehicle manufacturing goals. 

These new figures have allowed for re-adjusted mass production targets, with China aiming to produce around 2 million vehicles a year by 2020 and 7 million by 2025. These new targets account for a whopping 20% of the global total Light-vehicle production by 2025.

There certainly does appear to be a trend developing. In the first 9 months of 2017, the country produced nearly 425,000 electric vehicles and plug-in hybrids. This is an increase of 40% year on year.

In fact, Wang Chuanfu, Chairman of BYD, the leading electric vehicle producer in China, all China’s vehicles could be electric by as early as 2030.

If China were alone in its bold venture, one might think its goals unlikely, but increased foreign investment is vastly improving the odds. For example, Germany’s Hubject (a group owned by automakers and suppliers such as VW and BMW) has recently secured funds to develop a standardized method of payment for electric vehicle charging stations.

Analysts believe that this additional infrastructure will widely help in skyrocketing electric vehicle technology in China, which is widely viewed as one of the major final hurdles.

Whilst the precise amount that they have acquired remains unknown, Hubject claims to have acquired millions of euros.
