CCC: New CCC Regulations for Safety Belts

In a previous news article we informed you about the 15 new implementation rules for the CCC Certification of automotive components which were implemented in August 2014 by the Chinese authority CNCA (Certification and Accreditation Administration). These regulations officially took effect on January 1, 2015.

One of the 15 new implementation rules, includes an updated version for safety belts. The current version number is CNCA-C11-04-2014-CN. It is important for manufacturers who currently have CCC for safety belts to update their certificate to reflect the new Implementation Rule. The deadline to make the update to existing CCC certificates is January 1, 2017. Certificates, which do not show the updated Implementation Rule (CNCA-C11-04:2014), will then be temporarily suspended, then cancelled and erased from the CNCA database.

CCC: Training in Munich in Cooperation with the TUV Academy

On November 23, 2015 we will conduct a CCC training course in Munich: “Well-Informed about China Compulsory Certificate (CCC) – Certification Requirements and Procedures in the People’s Republic of China.” As in the past, this event will be held in cooperation with the TÜV Academy and is part of the “International Product Approval” course. The training will be a one day course and will be conducted in the German language.
Participants will receive a overview of CCC mandatory products and also detailed information about the relevant Chinese National Standards (known as GB standard) and which products fall under the CCC compulsory certification regulations. They will also learn about the CCC certification requirements, process, necessary preparation, and challenges. A general overview over export opportunities in the Chinese market will also be presented in the course.
Other certification requirements such as CEL (China Energy Label) and NAL (Network Access License) will also be discussed during the event. These additional requirements are often disregarded by manufacturers and can cause goods to be detained by customs, regardless of their CCC certification.
Spare parts (service parts) are an important business for manufacturers, but present a major challenge when shipping to China. We will put a special focus on this issue and discuss all of the requirements and challenges involved.

New Industry Standard for Fuel Tanks published

Since October 14, 2015 draft version of a new industry standard for the fuel tanks in motor vehicles has been published. At this time the new standard has not yet been released and therefore it does not have a specific version number. Only plastic fuel tanks will be affected by the new standard, metal fuel tanks will be excluded.

The draft version of the new standard addresses the technical characteristics and testing procedures for M and N1 fuel tanks of motor vehicles. Hybrid vehicle fuel tanks are excluded.

The Chinese National Standard (GB Standard) regulates the safety of fuel tanks for motor vehicles, the QC standard is a specific industry standard that refers to functionality testing. GB Standard; GB 18296 and GB 18352.5, form regulatory framework for the QC standard.
StadtautobahnThe QC standard also includes technical requirements for plastic fuel tanks. One requirement mentioned, refers to a requirement for a safety release valve on fuel tanks with a volume of more than 95 liters. Tap capacity and tank fatigue are also covered.

CCC: GB Standard for Illumination of Rear Registration Plates Updated

The Chinese Administration SAC (Standardization Administration of the Peoples Republic of China) issued on October 9, 2015 a new GB Standard (GB stands for Guobiao, or “National Standard”) for photometric characteristics of devices for the illumination of rear registration plates of motor vehicles and their trailers.

The new GB Standard GB 18408-2015 replaces the old one (GB 18408-2001).

These are the modifications:

The ECE regulation R37 for automotive filament lamps was added as normative reference to the World Forum for Harmonization of Vehicle Regulation.
Illuminant modules which were tested under the voltage of 13.5V and 28.0V so far, have to be tested also under the voltage of 6.75V. Furthermore, the brightness of any measuring point should be less than 2.5cd/m2 by these modifications. However, in the old standard the brightness of any measuring point should be no less than 2.5cd/m2. The brightness test should be conducted with a DC regulated power supply. The luminance meter used for the test should be the one of Class 1 according to the National Metrological Verification Regulation of the People´s Republic of China.
The luminance test shall be conducted vertical to the colorless diffuse reflectance surface. The deviation of each direction shall be less than 5°. The photometric characteristic test can be conducted with a voltage of 6.75V, 13.5V or 28.0V. In the old version 6.75 V was not allowed.

This new GB Standard will become effective on July 1st, 2016. It is still not determined until which date all existing certificates need to be updated.
