Short time ago the Standardization Administration of the People’s Republic of China (SAC in Chinese: 国家标准化管理委员会) published a new GB Standard for certain automobile interior trimming parts in M3 vehicles (busses). The new GB Standard has now been finalized. The complete version GB 32086-2015 was issued on 9th October 2015 and will be executed starting 1st July 2016.
Only interior trimming parts of M3 vehicles with more than 22 seats are affected by this new GB Standard. Sun blinders, screens, visors and curtains in automobiles ensure comfort for the driver and passengers. The quality and flammability of automotive interior trim parts are crucial to ensure passenger safety.
The updated GB Standard defines new technical requirements and test methods for certain automobile interior trimming parts in M3 vehicles. According to the new GB 32086-2015, interior trimming parts that can be hung in a vehicle, such as sun blinders, screens, visors and curtains, will now need to undergo vertical flammability tests.
The interior trimming parts for vertical burning tests must be of the following minimum sizes: 560 mm*170mm with an allowed variance of 2 mm each. Compliance to the new regulation requires that the vertical burning rate needs to be less than 100mm/min. There is no requirement regarding the thickness of a tested product. This depends on the product itself.

The old version GB 2099-2008 has been replaced by the current version which is named GB 2099-2015. The adjustments refer to two different fields: on the one hand the particular requirements for adaptors have changed (GB 2099.3-2015), on the other hand there were some changes in the particular requirements for cord extension sets (GB 2099.7-2015). The GB standard explicitly differentiates between those two product types.
The updated regulations for adaptors have been extended in the part for “protection against electric shock”. Here, it is very important that from now on all exterior parts of the adaptors must have insulating properties. In sockets of the adapter with closure, the probe must not fall into connection with live parts. Additionally, the requirements for probes have been extended. In the future, all Chinese socket-outlets must have a closure. Also the requirements for protection against unnormal heat and creep resistance have been tightened. In future, also the bars of adaptors must be tested according to the GB standard.
The current norm for cord extension sets has also been expanded, “special requirements for adaptors” are now also part of the GB standard. Furthermore, the definition of plugs differentiates between plugs with and without cutout switch. Also, the definition of Socket-outlets separates between socket-outlets with and without other components like switches and cutouts. “General requirements”, this part has been expanded as well. From now on, cable drums also have to fulfill the requirements of GB/T 19637.
The previous GB Standards will be not sufficient anymore for the CCC certification of plugs and socket-outlets. Existing certificate holders will need to check compliance of their products to the new standards, and renew their certificates accordingly. Manufactures may need to re-send test samples to China for testing and submit an application for modification under the updated GB-Standard. Failure to do so could result in suspension or revocation of their certificate(s).

The Chinese authority CNCA (Certification and Accreditation Administration) published 17 new Implementation Rules affecting CCC Certification of various products last year (2014). You can read more about this topic here.
Small power motors were among the affected products. The new implementation rule CNCA-C04-01:2014 for electric power tools replaces the previous Implementation Rule CNCA 01C-013-2007. The new implementation rule for electric power tools became effective in September 1st, 2014.

Manufacturers who export their products to China will need to update their certificates by the end of 2016 to remain in compliance. Re-testing may be required, so it is recommended to start the process early.
The new regulation also concerns applicants for certificates who are in the process, but have not received their CCC certificate yet. These products get CCC certification in accordance to the new implementation rules automatically.

Some time ago we have already published news regarding the 15 new implementation rules for the CCC Certification of automotive components implemented in August 2014 by the Chinese authority CNCA (Certification and Accreditation Administration). These regulations officially took effect from January 1st, 2015.
Within those 15 new implementation rules, there is also an updated version for fuel tanks. The current version’s number is CNCA-C11-11:2014.

At the International Automobile Exhibition IAA that took place from 17 to 27 September 2015 in Frankfurt am Main, Germany, the CEO of Daimler AG, Mr. Dieter Zetsche has given an interview. He said that growth in the automotive industry is still expected in China.
Although, the overall market in China has shrunk in August 2015 for the third consecutive month, the Daimler CEO does not expect that the demand in the automotive industry in China will decline and thus, surplus capacity may arise. “The maximum risk could be that we can fill the capacity under construction later.”
In August 2015, Daimler increased its sales by more than 50 percent in China. Overall, Daimler has recorded an increase of almost 28 percent in the first eight months of this year.
Daimler’s goal for this year is to sell “considerably more than 300 000 cars” in China.

The Chinese Administration CQC (China Quality Certification Centre (chin.: 中国质量认证中心)) recently published a new version of regulations regarding cables which are used for charging systems in the field of electric vehicles.
Officially released on September 28, 2015 and put in practice, from the date of implementation, the new norms CQC1103-2015 (general provisions for charging cables) CQC1104-2015 (technical specifications for cables in charging systems and CQC1105-2015 ( regulation for DC cable for charging system) replace their older versions CQC1103-2014, CQC1104-2014, CQC1105-2014. Cable for electric vehicle charging systems can get a voluntary certification of CQC.
Some products which do not require a CCC certificate, can get a voluntary CQC certification. A voluntary CQC certification can be an advantage for manufacturers on the market, because they underline the safety of their products.
Certificate holders have to update their current version of certificates. Furthermore they have to know the new regulations, must implement them and have to execute their production of cables in accordance to the new regulations.
A certificate update means that certificate holders must apply again for a CQC voluntary certificate in order to receive a new certificate version. Also, product tests must be done according to the new regulations. Afterwards, a new certificate version will be issued by CQC.
The deadline for certificate updates is September 28, 2016. Until then, applicants can apply for new certificates. Old certificate versions will be erased and no longer valid from December 28, 2016.
Manufacturers who want to start a certification in future will only receive certificates according to the new regulations.
On their official CQC website they regularly publish new announcements about products that require CCC certification as well as products that can be certified with a Voluntary CQC Mark Certification. Each product category of the Voluntary CQC Mark Certification has its own Certification Rules, which are based on the National GB Standards. The Certification Rules have a corresponding Implementation Rule which the product must comply with in order to get a Voluntary CQC Mark Certification. The Implementation Rules can be found on the official website of the CQC. New Voluntary CQC Mark Certification products and product categories are posted on the website frequently along with important information regarding certification application start dates.
