CQC: CQC is Launching a Nationwide Campaign for “World Accreditation Day”

On June 9, 2015 the CQC (China Quality Certification Centre, Chinese .: 中国 质量 认证 中心) organized a nationwide campaign in recognition of “World Accreditation Day,” featuring different informational events held in the different provinces of China.

The aim of the CQC’s initiative was to highlight the growing importance of standardization and accreditation in various industry sectors and for the economic development and product safety in the country. The improved product standards and import regulations are supported by the Chinese government whose goal is to increase product quality in China, which will in turn increase the value of the national brand of “Made in China” for international trading partners.

Some of the industry-specific “World Accreditation Day” events have been directly related to the specific individual economic and social challenges of the respective provinces where they were held. The local CQC branch in Shenzhen, for example organized a number of technical seminars on the topic “International Certification” to inform local companies about the latest GB Standards and import and export regulations. The CQC department in Chengdu presented safety regulations in the construction industry and quality assurance for the agricultural sector as their central subjects.

In cooperation with the Liaoning University in Shenyang and other educational institutions the importance of import regulations and product certifications for the reduction of CO2 emissions was conveyed to students through educational materials and website activities. Only a few weeks ago, the SAC (Standardization Administration of the Peoples Republic of China) in cooperation with the Chinese authority CNCA (Certification and Accreditation Administration) announced on their website that three GB Standards for electric vehicles were updated. Also CQC published on its website recently published standards and regulations for batteries and battery systems of electric and hybrid vehicles and offers voluntary CQC Mark Certification to companies, documenting compliance with the Chinese standards and regulations regarding quality, safety, environmental performance.

The Chinese certification authority CQC (China Quality Certification Centre, Chinese: 中国质量认证中心) regularly publishes new announcements on their official website regarding products that require CCC certification as well as products that can be certified with a Voluntary CQC Mark Certification. It is the responsibility of the shipper and/or manufacturer to carefully check every product they are shipping, and to fully understand the applicable regulations beforehand.

Each product category of the Voluntary CQC Mark Certification has its own Certification Rule, which are based on the National GB Standards. The Certification Rules have a corresponding Implementation Rule which the product must comply with in order to get a Voluntary CQC Mark Certification. The Implementation Rules can be found on the official website of the CQC. New Voluntary CQC Mark Certification products and product categories are posted on the website frequently along with important information regarding certification application start dates.

NTCAS: NTCAS Announces Implementation of New GB Standards for Electric Vehicles

According to a recent statement on their website, the National Technical Committee of Auto Standardization (NTCAS) will establish a series of new GB Standards in regards to product safety of electric vehicles. The official announcement ceremony for the implementation of these GB Standards is scheduled for July 22, 2015 and will take place in the city of Harbin. Meanwhile, the official test institutes, research institutions and affected manufacturers have the opportunity to prepare for the new requirements prior to the official announcement.

The new GB standards for electric vehicles are as follows:
• GB / T 18384.1-2015 “Electric vehicles – Safety Requirements – Part 1: Rechargeable Energy Storage Systems for Motor Vehicles (REESS)”
• GB / T 18384.2-2015 “Electric vehicles – Safety Requirements – Part 2: Safety and Quality Assurance”
• GB / T 18384.3-2015 “Electric vehicles – Safety Requirements – Part 3: Protection Against Electric Shock”
• GB / T 31498-2015 “Safety Requirements in Case of Accidents for Electric Cars”
• GB / T 31466-2015 “The Voltage Level at High Pressure Systems for Electric Vehicles”

The announcement of these new GB standards by NTCAS underlines the growing importance of e-mobility in China. A proactive approach in implementing the new requirements described in the GB standards and obtaining the necessary CCC china certification early will be advantageous for suppliers who plan to join new electric vehicle projects in China.

CFDA: CFDA Issues Technical Guideline for Clinical Evaluation of Medical Devices

Certain medical products and devices are required to have CFDA registration prior approval by the CFDA (China Food and Drug Administration Chinese: 国家食品药品监督管理总局) before they can be imported, bought, sold, used or traded in China. In an effort to insure safety and effectiveness of medical products, there have been numerous changes and revisions within the Chinese regulatory framework of the CFDA registration.

China Food and Drug Administration (CFDA) recently issued the latest Technical Guideline for Clinical Evaluation of Medical Devices. The new regulations are applicable to medical devices in Class II and Class III. However, they are not relevant to the clinical evaluation of in vitro diagnostic reagents.
The current technical guidelines of the CFDA are in direct correlation with the recently published working procedures for the examination of quality management systems for the registration of medical devices in China. These working procedures set the formal framework for the application process and system audit procedures for the registration of medical devices.
In an effort to control and increase the safety of medical devices in China, there have been many regulatory restructuring and revisions of the regulations in recent years. It is important that manufacturers stay up to date with the current regulations. Some of the more recent published updates are as follows:

The purpose for these changes is to promote the positive development of China’s medical equipment industry and to ensure the quality and safety of medical products. It is expected that there will be more announcements, reforms and changes to the CFDA regulations in the future.

Manufacturers who choose to get the CQC Mark certification will minimize their chances of having problems at customs, and will have an advantage if CCC becomes mandatory in the future. This program demonstrates the continuous development and growing importance of e-mobility in China.

• QC/T 743-2006- lithium-ion batteries for electric vehicles

• QC/T 744-2006 – nickel metal hydride batteries for electric and vehicles

• GB/Z 18333.2-2001 – zinc-air batteries for electric road vehicles

• QC/T 741-2006 – automotive super capacitors

AQSIQ: New Regulation for the Administration of Defective Products at State Sampling Inspections

In May of 2015 the Chinese authority AQSIQ (General Administration of Quality Supervision, Inspection and Quarantine, in Chinese: 中华人民共和国国家质量监督检验检疫总局) published a notice on its website regarding new regulations affecting the administration of defective products at state sampling inspections.

The new regulation in accordance with the state law about product quality (in Chinese: 中华人民共和国产品质量法) and the regulations for product quality controlling at sampling inspections (in Chinese: 产品质量监督抽查管理办法) will standardize the process of dealing with manufacturing companies and strengthen the effectiveness of state product control. This regulation will become effective on July 1, 2015.

20150609133946607-291x300The AQSIQ is responsible for the national quality inspections in China. It controls incoming and outgoing goods and the quarantine of import and export goods. The AQSIQ is also responsible for drafting regulations insuring quality and security.

CCC: Updated GB Standards for electrical vehicles

As the automobile industry focuses more and more on electric vehicles, new and updated safety requirements will be implemented. On May 15, 2015 the SAC (Standardization Administration of the Peoples Republic of China) in cooperation with the Chinese authority CNCA (Certification and Accreditation Administration) announced on their website that three GB Standards for electric vehicles were updated. The updated regulations will go into effect October 1, 2015 and will replace the current standards.

The following GB Standards are affected by this update:

The previous GB Standards will be not sufficient anymore for the CCC certification of electrical vehicles. Existing certificate holders will need to check compliance of their products to the new standards, and renew their certificates accordingly. Manufactures may need to re-send test samples to China for testing and submit an application for modification under the updated GB-Standard. Failure to do so could result in suspension or revocation of their certificate(s).

CCC: New GB Standard for Specific Automobile Interior Trimming Parts in M3 vehicles (busses)

The Standardization Administration of the People’s Republic of China (SAC in Chinese: 国家标准化管理委员会) recently published a new GB Standard for certain automobile interior trimming parts in M3 vehicles (busses). The new GB Standard is still being finalized with no complete version available yet.

Only interior trimming parts of M3 vehicles with more than 22 seats are affected by this new GB Standard. Sun blinders, screens, visors and curtains in automobiles ensure comfort for the driver and passengers. The quality and flammability of automotive interior trim parts are crucial to ensure passenger safety.
20150602132807263The updated GB Standard defines new technical requirements and test methods for certain automobile interior trimming parts in M3 vehicles. According to the new GB Standard, interior trimming parts that can be hung in a vehicle, such as sun blinders, screens, visors and curtains, will now need to undergo vertical flammability tests. The interior trimming parts for vertical burning tests must be of the following minimum sizes: 560 mm*170mm with an allowed variance of 2 mm each. Compliance to the new regulation requires that the vertical burning rate needs to be less than 100mm/min.
