March 21-22, 2015, China Certification Corporation participated at the job fair “jobmesse deutschland” in Frankfurt, Germany. During these two days, candidates with different qualifications and backgrounds participated. The fair was located at “Kap Europa,” a new building in Frankfurt.
Many exhibitors, including Volkswagen and Frankfurt International Airport were also there looking for new employees.
In order to cater to the growing needs of clients, China Certification Corporation is expanding its team at the HQ in Frankfurt. The Chinese market is growing rapidly and China Certification Corporation needs to grow to meet demand. Manufacturers who want to import their products to the Chinese market often require a CCC (China Compulsory Certificate) certification for their products. This is a mandatory product certification required for a certain range of products.

On March 17, 2015 a representative of China Certification Corporation gave a presentation regarding CCC certification and the related challenges, during the “China Working Group” conference at the Chamber of Commerce network Mittelhessen. The “Working Group China” conference takes place regularly to share the experiences of managers and employees from various companies who are entrusted with the operational business in China.
The presentation gave an insight into how to determine if CCC is required, the CCC certification process and common problems that can occur during the process of getting CCC. It also touched on the possible need for additional certification requirements such as CEL (China Energy Label).
After the event the participants used the opportunity to discuss CCC certification and their experiences with our CCC expert.

In January 2015, the certification authorities have issued new Implementation Rules for interior trimming material, which include new products that will now be required to have CCC.
In our news section, we have recently informed you about the updates of the Chinese certification authorities. The largest Chinese certification authority CQC (China Quality Certification Centre, chin. „中国质量认证中心“) and the Chinese certification authority CCAP (China Certification Centre for Automotive Products, chin. „中汽认证中心“) both recently published their own version of Implementation Rules for the CCC certification of interior trimming materials. These new Implementation Rules apply for the interior trimming materials which are installed in driver/passenger compartment and luggage compartment as well as some parts that are located in the engine compartment.
Only parts that fulfill the minimum size of 356mm x 100mm require to apply for the mandatory CCC certification. As of January 2015, the canopy is one of the new products that has been included into the CCC scope. The following parts of the canopy are relevant for CCC certification:
According to the new Implementation Rules, the canopy fulfills the minimum size of 356mm x 100mm and will now need to have CCC certification before entering the Chinese market. Even though the canopy was not included in the Mandatory CCC Product Catalogue before, manufacturers of canopies will now need to apply for CCC certification. Suppliers of canopy materials should check to see if their products are relevant for CCC certification.

The CCC certification is based on two documents: The GB Standard (GB stands for “Guobiao”, or “National Standard”) and the corresponding Implementation Rules.

There are many new areas that will require CCC certification.
An important criterion to define whether a product falls under CCC certification scope is to check whether the interior trimming material fulfills the minimum size of 356mm x 100mm. If the interior trimming material fulfills the minimum size, then it requires CCC certification.
According to the new Implementation Rules, the steering wheel fulfills the minimum size of 356mm x 100mm and will now need to have CCC certification before entering the Chinese market. Even though the steering wheel was not included in the Mandatory CCC Product Catalogue before, manufacturers of steering wheels will now need to apply for CCC certification.

On December 31, 2013 the Chinese authority CNCA (Certification and Accreditation Administration) in cooperation with the SAC (Standardization Administration of the Peoples Republic of China) announced on their website that thermal-links will be required to be compliant with the GB Standard 9816.1-2013. The regulation is specifically for thermal-links that are used in household fixed electrical installations.
The new regulation will go into effect July 13, 2015. All new CCC certifications must be in compliance with the new GB-Standard 9816.1-2013 by this date.
The new GB-Standard will replace GB 9816-2008. Existing certificate holders will need to check compliance of their products to the new standard, and renew their certificates according to the new standard. CCC certifications which were issued to the old standards will have until July 13, 2016 to update their certificates to the new standard.
Manufactures will need to send test samples to China for retesting and submit an application for renewal under the new GB-Standard. Failure to do so will result in suspension of the certificate, and if not done by October 13, 2016 the certificate will be cancelled.
If a product is no longer manufactured, and has left the manufacturing facility by July 13, 2015 there will be no need for a renewal of the CCC certificate.

The new regulation will go into effect August 3, 2015.
The CCC certification has to be compliant with the new GB-Standard 16915.1-2014 since that date for Chinese and imported products, which are being used in the household as fixed electrical installations.
The new GB-Standard will replace GB2099.1, GB1002 and GB16915.1. Certificate holders will need to check compliance of their products to the new standard, and renew their certificates according to the new standard. The Chinese Certification Authority CNCA (Certification and Accreditation Administration) recently published 15 new implementation rules for CCC certification of automotive parts. In January of 2015 the Chinese Certification Authorities CCAP (China Certification Centre for Automotive Products) and CQC (China Quality Certification Centre) published new implementation rules for CCC certification. The newly published regulations are more detailed than the ones published by the CNCA. Unfortunately, the implementation rules are only available in the Chinese language.
It is the responsibility of all CCC certificate holders and CCC applicants to understand and be in compliance with the most current implementation rules. There are many important changes that may need to be addressed by manufacturers. Some of the most important changes are in regards to new parts that will now require CCC, mandatory component part requirements, and new minimum size requirements for testing.
