CCC: Announcement of CCAP regarding update of Chinese GB Standard for seat belts

As of January 2014, the Chinese certification authority CCAP (China Certification Centre for Automotive Products) published an official announcement regarding an update of the Chinese GB Standard for seat belts. The new GB Standard 14166:2013 (“Safety-belts, restraint systems, child restraint systems and ISOFIX child restraint systems for occupants of power-driven vehicles”) replaces the previous GB Standard 14166:2003. Going forward, applications for CCC certifications of seat belts that are filed at CCAP have to be compliant with the new GB standard. According to the official announcement, certificate holders whose seat belts are certified in accordance with the old Standard GB 14166:2003, should implement the necessary changes, to be in compliance with the new standard by January 1, 2015. All product testing also must be in accordance with the new standard. Existing CCC certificates issued by CCAP that have not been adjusted by January 1, 2015 will become invalid as of April 1, 2015.
Until now, the CQC (China Quality Certification Centre, chin. „中国质量认证中心“) has not published its own announcement regarding the updated GB Standard yet but, they are expected to after Chinese spring festival 2014. Once the publication of CQC is available, we will inform you about it here.

Publication: Article about CCC certification of machines and technical devices published in German journal “MM MaschinenMarkt”

In order to be compliant with Chinese laws, certain machines and technical devices require CCC (China Compulsory Certification) to be imported and sold. The CCC certification is based on the published regulations of the China National Standard (also known as GB Standard) and the corresponding Implementation Rules. The GB Standards call out the criteria and parameters that must be met, where the Implementation Rules define the required CCC certification process, the character of the CCC certificate itself and required marking of the product with the “CCC” logo. The GB Standards are frequently updated making it a real challenge for manufacturers to keep up with the ever changing GB Standards and Implementation Rules.

In January 2014, Julian Busch CEO of China Certification Corporation, published an article about the CCC certification of machines and technical equipment. It can be found on the web pages of the German journal “MM MaschinenMarkt”, a professional journal for engineering, production, automation and related topics. The article “China Compulsory Certificate – Zertifizierung von Produkten für den chinesischen Markt” (“China Compulsory Certificate – Certification of products for Chinese market”) describes the CCC certification process as well as its challenges and opportunities.

China’s economy is still strongly driven by its Industrial sector. The People’s Republic has been a huge market for machines in the past and will continue to be so for the foreseeable future. To cover the market and its demands and to exploit all its potentials, manufacturers must comply with CCC certification of their equipment and observe all of the Chinese import regulations. CCC: New GB Standard 13837:2012 for sound, television and radio equipment

As of July 1, 2013 the GB 13837:2012 standard for sound and television broadcast receivers and associated equipment, devices with radio disturbance and related product categories such as audio and video equipment for China Compulsory Certification (CCC) came into force and replaced the previous GB 13837:2003. From this date all new certificates have to be compliant with the new GB standard. Certificate holder whose products are certified according to GB 13837:2003 should implement the changes on the new GB standard and test the products in accordance with the new standard. Existing certificates have until July 1, 2014 to conform to the new standards, otherwise the certificates will expose and will finally from 1 October 2014 are invalid.
