Am 9. November 2023 hat die CNCA Automotive and Parts Technical Expert Group (TC11) eine technische Resolution zu den „Modification and Mandatory Certification Standards for Automobiles and Auto Parts Products“ (TC11-2023-02) veröffentlicht. Betroffene GB-Standards sind z.B. GB 15084-2022 (Motor vehicles-Device for indirect vision-Requirement of performance and installation), GB/T 4501-2023 (Laboratory test methods for truck and bus tyres capabilities).
Ein Großteil von Kraftfahrzeugteilen benötigt eine CCC-Zertifizierung, um in China für den Import und den Vertrieb zugelassen werden zu können.
Die Resolution enthält folgende Bestimmungen der zu überarbeitenden Produktnormen für die Automobilindustrie (siehe unten, Tabelle 1):
1). Neue Zertifizierungen werden gemäß den neuen Standardanforderungen (einschließlich der Anforderungen des Umsetzungsdatums) umgesetzt.
2). Wenn es für eine überarbeitete Norm keinen neuen Prüfgegenstand gibt, muss ein bereits zertifiziertes Produkt für die Erneuerung nicht extra geprüft werden, das Zertifikat kann gemäß der neuen Norm direkt aktualisiert werden.
Wenn es einen neuen Prüfgegenstand gibt, muss ein Differenztest durchgeführt werden. Die Erneuerung eines Zertifikats kann nach bestandener Prüfung ausgestellt werden.
Für zertifizierte Produkte, die vor der Einführung der neuen Norm-Version ausgeliefert, im Markt verkauft und/ oder deren Produktion eingestellt wurden, ist es nicht erforderlich, das Zertifikat gemäß der neuen Version der Norm erneut prüfen und neu ausstellen zu lassen.
3). Bereits ausgestellte CCC-Zertifikate betroffener Produkte können ab dem Datum der Veröffentlichung dieser Resolution 1 Jahr lang weiter verwendet werden.
Wenn für die Norm ein eindeutiges Datum als Übergangsfrist zur Umsetzung der Änderung und Erneuerung des Zertifikats festgelegt wurde, dann gilt diese für den Inhaber, auch wenn diese länger als 1 Jahr nach Veröffentlichung dieser Resolution beträgt.
Wenn die festgelegte Umsetzungsfrist weniger als 1 Jahr nach Veröffentlichung dieser Resolution beträgt, kann der Inhaber des Zertifikates die Änderung und Erneuerung des Zertifikates trotzdem innerhalb von 1 Jahr nach der Veröffentlichung der Resolution gemäß der entsprechenden Norm abschließen.
Unternehmen können die Erneuerung von Zertifikaten entsprechend ihrer eigenen Möglichkeiten im Voraus durchführen.
4). Nach Ablauf der festgelegten Fristen für die Aktualisierung der Normen gelten für Zertifikate die Anforderungen der „Verordnung über die Verwaltung der obligatorischen Produktzertifizierung“ der Zertifizierungsbehörde.
Die Stellungnahmen der neuen CCC-Zertifizierungsstandards sind in Tabelle 2 (s.u.) dargestellt.

Die State Administration for Market Regulation (SAMR) hat im November 2023 zusammen mit dem National Standardization Administration Committee 21 neue, verbindliche GB Standards offiziell bekannt gegeben und genehmigt, darunter GB 13057-2023 Strength of passenger car seats and their vehicle fasteners. Dieser löst die Vorgängerversion GB 13057-2014 ab und ist am 01.01.2024 in Kraft getreten. Pkw-Sitze und Komponenten sowie ihre Befestigungselemente in Fahrzeugen unterliegen in der Regel der CCC-Zertifizierungspflicht.
In China müssen Fahrzeuge und Automobilkomponenten strenge Zulassungskriterien für die CCC-Zertifizierung erfüllen. Seit ihrer Einführung im Jahr 2002 betrifft diese Zertifizierung sowohl importierte als auch inländische Produkte. Die Einhaltung der durch die GB-Standards festgelegten Fristen für Produkttests und Audits ist eine zwingende Voraussetzung der CCC-Zertifizierung. Zudem ist es erforderlich, dass das Änderungsmanagement in der Automobilbranche flexibel bleibt und speziell für den chinesischen Markt strategisch geplant wird.

Am 27. November 2023 gab die SAMR die Bekanntmachung Nr. 13 von 2023 heraus, in der sie die Freigabe von 468 empfohlenen nationalen GB Standards, einschließlich „Prüfverfahren für Hydraulikzylinder“ verlündete. Darunter sind mehr als 40 nationale GB Normen für Kraftfahrzeuge, sowohl überarbeitete als auch neu formulierte Standards. Produkte, die unter einen oder mehrere GB-Standards fallen, benötigen in der Regel eine CCC-Zertifizierung, um für Import und den Vertrieb auf dem chinesischen Markt zugelassen werden zu können.
In China basiert die Produktkonformität auf einer Vielzahl von Standards und Normen, die sowohl für lokal hergestellte als auch für importierte Produkte gelten. Eine zentrale Rolle spielen dabei die GB-Standards (Guobiao, chinesisch für „Nationaler Standard“). Zusätzlich zu diesen gibt es weitere bedeutende Standards, die zu beachten sind.

Am 13. Mai 2023 kündigten die chinesischen Behörden die Veröffentlichung des GB-Standards GB/T42536-2023 mit dem Titel “ Assembly valve on high pressure hydrogen storage cylinder for vehicles“ an. GB-Standards sind der Eckpfeiler der Produktkonformität in China und stellen sicher, dass die Produkte strenge Sicherheits- und Qualitätsanforderungen erfüllen. Diese neue Norm, die am 1. Juni 2024 in Kraft treten soll, legt die Testkriterien fest, die Ventile in Hochdruck-Wasserstofftanksystemen von Fahrzeugen erfüllen müssen. Diese Art von Wasserstofftanksystemen werden in Fahrzeugen aus dem Bereich E-Mobility verwendet, für die in China besondere Regularien gelten.
Die Norm GB/T42536-2023 ist ein wichtiger Schritt auf dem Weg zur Harmonisierung von Fahrzeugsicherheitskomponenten mit internationalen Sicherheitspraktiken, und wird die Sicherheitsmaßstäbe für Wasserstofftanksysteme in Fahrzeugen weiter präzisieren.
Die Norm basiert zu wesentlichen Teilen auf dem alten Standard GB/T 35544-2017 „Fully-wrapped carbon fiber reinforced cylinders with an aluminum liner for theon-board storage of compressed hydrogen as a fuel for land vehicles“. Punkte aus dem alten Standard werden in mehreren Fällen auch in anderen neuen Standards übernommen.
